Commander and District Engineer

Lieutenant Colonel James D. Hoyman is a native of Springfield, Virginia.  In 1998, he graduated from the United States Military Academy at West Point with a Bachelor of Science in Civil Engineering degree and was commissioned into the U.S. Army Corps of Engineers. He also holds Master’s degrees in Engineering Management from Missouri University of Science and Technology and Organizational Psychology from Columbia University. Lieutenant Colonel Hoyman most recently served as the Professor of Military Science at Wheaton College, Illinois from 2013 to 2016.  During this time leading the ROTC detachment at Wheaton, the program commissioned 78 Army officers.

Deputy District Engineer and Chief of Programs and Project Management

Stephen Cayetano is the Deputy District Engineer for Programs and Project Management at the Honolulu District, U.S. Army Corps of Engineers, headquartered at Fort Shafter on the Island of Oahu, Hawaii. He also serves as the Chief of the Programs and Project Management Division.

Deputy Commander and Deputy District Engineer

Major Tom Piazze assumed his duties as Deputy Commander of the U.S. Army Corps of Engineers, Honolulu Engineer District on July 8, 2016.  Maj. Piazze came to the Honolulu Engineer District following an assignment at Joint Base Lewis-McChord, Wash., where he most recently served as the Battalion Executive Officer for the 23rd Brigade Engineer Battalion, 1-2 Stryker Brigade Combat Team.
