P2972 thru P2976 - 10/12/2016: Kinder Morgan Inc., seeks authorization under Section 10 of the Rivers and Harbors Act to modify the configuration of barges within 5 existing fleets at their Cora Terminal facility. The project area is located near the left descending bank of the Mississippi River, between approximate river miles 97.6 to 99, near Cora, in Randolph County, Illinois. The Public Notice comment period opens on October 13, 2016 and closes on November 3, 2016.

P-2968 - 9/9/2016: The City of St. Peters proposes to retrofit the existing Sun River Village detention basin to increase flood storage, decrease peak flows with outlet restriction and reduce downstream streambank erosion. Water quality will be improved with filtration through a sand filter in the basin and drain tile that will provide for base flows to the improved low flow channel/receiving stream. A low flow channel/high flow pipe system will be constructed from the outlet of the Sun River Village basin to the existing culvert (piped section). The high flow pipe and stream concept is designed by the applicant to mimic pre-development hydrology, will manage debris load, and reduce downstream clogging, removing potential for downstream floods due to debris jams. The design also includes the creation of stream and floodplain on the downstream segment of the project (Ferber property) to manage peak flow reduction and short-term flood storage. The increase in stream channel length will provide increased sinuosity, will use stable natural channel protection alternatives, will have longer duration base flow and will provide an overall uplift to aquatic stream resource values. The public notice comment period opens September 9, 2016 and ends September 30, 2016.

P-2969 - 8/25/2016: Specialty Granules LLC (SGI) seeks authorization to conduct grading, filling and quarry operations in waters of the United States for their proposed Annapolis quarry expansion, within a 329-acre site south of their existing quarry. The project is located south of Annapolis, Missouri and east of Hwy 149 (Funk Branch Road) heading southeast out of Annapolis. More specifically, the project site occurs in Sections 22 & 27, Township 31 North, Range 3 East, Iron County, Missouri. The approximate geographic coordinates of the site are 37.342918° north, -90.705035° east. The public notice comment period is from August 25, 2016, through September 15, 2016.

P-2776 - 8/18/2016: The applicant, The City of Frontenac, seeks a modification and time extension to a previously authorized storm water project to increase capacity within an unnamed tributary to Deer Creek in order to reduce residential flooding of residences. The proposed project extends channel modification activities for an additional 340 linear feet immediately upstream of the previously authorized and completed standard permit. The original permit included a 500 linear foot modification in the unnamed tributary and 100 linear foot bank stabilization in Deer Creek. The proposed channel modifications should decrease the existing 15 year flooding depth at 21 Glen Abbey by 0.23 feet (2.76 inches). The Public Notice comment period opens August 18, 2016 and closes September 8, 2016.

The U.S. Army Corps of Engineers, St. Louis District, HAS REISSUED Regional General Permit MVS GP-34M for Sand and Gravel Excavation Activities in Waters of the United States within the State of Missouri under the authority of Section 10 of the Rivers and Harbors Act of 1899 (33 USC 403) and Section 404 of the Clean Water Act (33 USC 1344). Duration of this General Permit. The general permit has been issued and is in effect for five (5) years from August 15, 2016 until July 28, 2021, unless revoked or specifically extended.
