Understanding the RECP Waiver Process

All military residents applying or living in privatized housing are eligible to apply for a waiver or an exemption to the requirements of the RECP.

Exemption

Service members enrolled in the Navy’s Wounded Warrior (WW) Program (Safe Harbor) or another service Wounded Warrior program are exempt from the RECP program upon resident request. Other services programs include: U.S. Air Force Wounded Warrior Program (AFW2); U.S. Army Wounded Warrior Program (AW2) and U.S. Marine Corps Wounded Warrior Regiment.

   
Waivers

Military residents or applicants of Navy privatized housing required to consume significant amounts of electricity and/or gas as a direct result of their unique medical circumstances that requires use of a qualifying life-support device and/or medically necessary additional heating or cooling may request a waiver from participation in the RECP by submitting a waiver request consistent with Navy guidance.

   
Civilian

The guidance outlined herein does not apply to civilian residents. The privatized housing property manager (PM) is solely responsible for the civilian RECP waiver policy and related processes.

   
Approvals

The local Housing Authority (HA) typically defined as the Commanding Officer (CO) and their installation Housing Program Director (HIPD) process all exemptions for military members enrolled in a Service WW program and all cases of military residents requesting a waiver from participation in the RECP.

   
Wounded Warrior Program Exemption

Wounded Warrior program enrollees are exempt from the RECP program contingent upon a resident request for exemption and validation of their enrollment in their respective Service program.
