Planning and Real Estate

The Planning and Real Estate Program establishes policy and oversees the Navy's Class 1 (Real Estate) Real Property acquisition, leasing and disposal as well as the Class 2 (Facilities) Real Property leasing.  We support the Warfighter by ensuring current and future basing requirements facilitate operational requirements.  Planning and Real Estate Program Branches include:

Planning

Current Planning and Customer Advocacy
The Current Planning and Customer Advocacy Branch is a single point of contact for issue resolution and new business development within Commander, Navy Installations areas of responsibility. The Current Planning and Customer Advocacy is organized into Geographical Cells and aligned with Mission and Forces Commands.

Investment Planning

Real Estate

Base Development
The Base Development and Planning Branch is responsible for managing several key installation programs focused on supporting training and readiness.  

  • The Regional Shore Infrastructure Program (RSIP) concentrates on consolidation and recapitalization of the Navy's infrastructure by marrying mission requirements in a region or fleet concentration area with available regional assets to optimize our facility infrastructure.
       
  • AICUZ/Noise is the Navy's program to support existing and future operations by addressing noise, safety and land use compatibility in the vicinity of our naval air installations.
       
  • Range Planning (RAICUZ) is a companion program to AICUZ and is focused on protecting the operational capability of Navy training and T&E ranges through analysis of weapons impacts, noise and land use compatibility issues.
       
  • Encroachment Planning is the Commander, Navy Installations overarching program to address potential encroachment at all Navy installations, to develop strategies for combating these threats, and to work with local and state governments as well as conservation groups.
      
  • Cultural Resources focuses on managing the Navy's cultural and historical resources program, development of Integrated Cultural Resources Management Plans, and providing policy guidance for Native American issues, archeological resources and preservation planning.
