Blanket Purchase Agreement (BPA) for
National Environmental Policy Act (NEPA) Support

What is it?

A blanket purchase agreement (BPA) is a simplified acquisition method that government agencies use to fill anticipated repetitive needs for supplies or services. Essentially, BPAs are like "charge accounts" set up with trusted suppliers.  In this case the service being performed is preparation of NEPA analyses and documents.  The BPA can be used to have one of three contractors work with garrison staff to develop Environmental Assessments (EAs) or Environmental Impact Statements (EISs), including final documents Finding of No Significant Impact (FONSI) or Record of Decision (ROD), as appropriate.

What has the Army done?

In May 2011, the Army completed a solicitation among GSA Vendor Schedule holders under schedule 899, special item number 899-1 as a Multiple Award GSA Blanket Purchase Agreement (BPA) against which Firm-Fixed Priced Orders may be placed. Three BPAs were awarded from this solicitation and the period of performance was three years (the first year with two one-year options).  A sample task was posted for installations to use to request support through the BPA.

USAEC facilitates Army internal scoping, manages Army staffing of documents above installation level, facilitates the EIS review process at HQDA and provides quality assurance/quality control, coordinates for DASA-ESOH release to Federal Register and coordinates for Congressional notification.

What does the Army have planned?

The Army will continue to use the services of the three NEPA BPA providers (Booz Allen Hamilton, CAGE CODE: 17038, CONTRACT: W91ZLK-11-A-0006; Potomac-Hudson Engineering, Inc.,CAGE CODE: 0JBC1 CONTRACT: W91ZLK-11-A-0007; and The Louis Berger Group, Inc., CAGE CODE: 052R9, CONTRACT: W91ZLM-11-A-0008) through May 2014.

USAEC encourages Army installations and activities to take advantage of these contracting vehicles to obtain environmental services and meet compliance requirements.

Why is this important?

Through the NEPA BPA, the Army was able to standardize practices to reduce legal vulnerability, streamline procedures to reduce NEPA analysis and staffing, implement NEPA tools, techniques and processes to reduce cost and time, and provide quality control and assurance.
