Over the years, the Army has established web-based tools to help with reporting requirements for environmental restoration, compliance-based cleanup, environmental quality and environmental performance assessment. The data collected through these tools has been used to meet regulatory requirements, as well as provide Army leadership and installation staff with standardized information on environmental compliance, conservation, and reimbursable program information.
The Environmental Quality module allows for ad hoc reporting of notices of violation as well as quarterly submission of metrics related to the army's compliance, conservation and pollution prevention programs. The Environmental Restoration module is used to collect, submit, and report data for sites being addressed with Environmental Restoration, Army (ER,A) or Base Realignment and Closure (BRAC) funds in one, centralized system. It provides the ability to enter and revise cost-to-complete estimates and import Remedial Action Cost Engineering Requirements (RACER) estimates. It automatically generates phase information and allows online phase-to-phase validation of required and programmed dollars. More than 45 standardized reports are also available for specific often-used queries. The Restoration module also provides document upload capability in support of Land Use Controls in Record of Decision/Decision Documents. The Compliance Cleanup module provides a means of identifying requirements and demonstrating that those requirements are auditable and defensible in the Army's budget and programming process.
