Who are we?

The DoD Embassy and Consulate Services (DECS) serves as the Liaison Office between the Department of Defense (DoD) and the Department of State (DoS) by representing DoD elements under the Chief of Mission (COM), and the Combatant Commands (COCOMs) authorities that use the International Cooperative Administrative Support Services (ICASS) Program.  ICASS is the principal means by which the U.S. Government provides and shares the cost of common administrative support at its more than 250 diplomatic and consular posts overseas. 

DECS also supports DoD organizations in meeting the requirements of the mandated Capital Security/Maintenance Cost-Sharing (CSCS/MCS) Program. This program requires DoD activities to right size their overseas staffs, and support State in providing safe, secure, and well-designed facilities at a fair price. 

How We Spend Our Time

  • Represent DoD in the Washington decision process
  • Handle/resolve one-on-one ICASS issues at Post
  • Conduct Post visits to provide subject matter expert support
  • Conduct outreach and awareness training
  • Provide DoD input for DoS Right-Size exercises
  • Conduct annual CSCS validation of worldwide DoD positions
  • Co-Chair Interagency Facilities Council

Training

DECS offers training venues and training partnerships with the DoS with the ultimate goal of ensuring DoD personnel overseas are equipped to effectively acquire services provided through the ICASS/CSCS Programs, and recommend changes to improve the quality, cost and timeliness of service delivery.
