In January 2015 at his assumption ceremony, Lieutenant General Vincent R. Stewart, the new Director for the Defense Intelligence Agency, said, “It is imperative we accomplish our daily missions without sacrificing our investment in tomorrow’s capabilities to address enduring threats.  It is our duty to refine and invest in the capabilities to address future military threats as national security needs evolve.”

Lt. Gen. Stewart went on to state that innovation is one of his seven priorities for the agency and empowered employees at all levels to be a part of the process.

Innovation – We must remove barriers limiting our ability to innovate, take advantage of new opportunities, and leverage best practices both inside and outside Government.  We will incorporate new business processes to streamline the identification of new solutions and consistently improve our mission performance.

DIA is committed to leveraging the full range and scope of forward leaning ideas from all qualified and interested sources, to include both traditional and non-traditional partners, inside or outside of our organization, to include, but not necessarily limited to, the intelligence community, other government agencies, coalition partners, industry, and academia.

NeedipeDIA
 

In conjunction with the DIA Innovation BAA (DIA-BAA-14-01), NeedipeDIA is a unique acquisition mechanism that links mission needs to innovative solutions by directly engaging communities throughout industry and academia.  NeedipeDIA streamlines the acquisition process by communicating a dynamic list of mission needs to solution providers in a clear and timely manner. DIA is looking for both traditional and non-traditional partners to present innovations to some of our toughest technology, process, and policy needs. Cooperative Research and Development Agreements (CRADA)

To facilitate partnerships on external research and development, DIA is expanding its Unfunded R&D program.  A CRADA regulates technology transfer relationships between DIA and Private Entities, allowing the sharing of knowledge, expertise, and other resources, when no funds are exchanged. This enables mission practitioners to participate in external R&D activities to yield better outcomes for both parties. Specifically, DIA would like to be the premier partner for mission transfer of R&D outcomes. If you’re interested in partnering with DIA this way, email: innovation_urda@dodiis.mil.
