The Army, like other Federal agencies and the private sector, must comply with all relevant and applicable environmental laws and regulations, to include future new requirements. To attempt to ensure that new environmental requirements are reasonable, based on sound science, and do not inadvertently impact military missions through unintended consequences, the Army established the Environmental Legislative and Regulatory Analysis and Monitoring Program (EL/RAMP). EL/RAMP includes EL/RAMP-F, which monitors the Federal environmental regulations and legislation, and EL/RAMP-S, which monitors the state environmental regulations and legislation. In striving for these objectives, EL/RAMP actively educates the developers of environmental requirements and, for new requirements, positions the Army to develop effective compliance strategies in a timely manner. These programs support the Army Strategy for the Environment - Sustain the Mission, Secure the Future (2004).
