Strategic Sourcing

USAEC in conjunction with the Mission and Installation Contracting Command Fort Sam Houston Center (MICC-FSH) has several multiple award task order contracts that may be used to address garrison environmental requirements in the following areas:

  • Environmental Compliance covering services for; regulation of air pollution, drinking water, water pollution, waste management, above-ground and under-ground storage tank management, spill prevention and cleanup, emergency planning and reporting, and pesticide management. Typical products under the contract are; surveys, inventories, plans, permit applications, or other studies, program improvement such as pollution prevention assessments, sampling and analysis, training and outreach, and compliance and management system reviews. This contract cannot be used for installation hazardous waste disposal.
  • Cultural Resources for purchasing services for management of historic buildings and archaeological sites and artifacts. Typical products are; surveys, inventories and evaluations, archaeological data recovery, mitigation strategies, historic building documentation, and other documents, plans, or outreach.

  • Natural Resources may be use for management of threatened and endangered species, wetlands and riparian areas, habitat, soil and erosion control, forestry and reimbursable agriculture activities, and wildlife management. Typical products are surveys and inventories, habitat management, restoration, mitigation, training, program improvement, and compliance review.

  • Environmental Remediation to include services for investigation, remedial design, remedial action construction, and other remediation services required for sites involving hazardous or toxic substance and waste, munitions and explosives of concern, and low-level radioactive and mixed waste.  Typical products include remedial investigations, feasibility studies, records of decision, remedial designs, remedial actions plus operations, maintenance and monitoring of systems, and groundwater monitoring networks.

  • AEC and MICC-FSH also have one Blanket Purchase Agreement in place that covers services for completing National Environmental Policy Act (NEPA) documentation. Services include identifying and consolidating existing site studies and information; conducting field investigations and studies; developing environmental analysis and finalizing NEPA documentation, organizing and overseeing public involvement activities; assisting with appropriate Army staffing of documents; facilitating consultations with other Federal and Governmental agencies, Native American tribes, and other stakeholders, and completing Orders required as part of the NEPA analysis process.

  • These contracts may not be used for procurement of staff augmentation.
