Establish the DIA-Defense Intelligence Agency (DIA) OSBP Office of Small Business Programs (OSBP) as a Center of excellence within the DoD and Intelligence Community in assisting and leveraging small businesses.
Advise the Defense Intelligence Agency (DIA) Director on all matters relating to small business programs, and provide small business maximum practicable opportunities to participate in the contracting process, both at the prime and subcontracting level. The DIA-OSBP will leverage this mission to further enable investment, innovation and integration opportunities to ensure an agile, responsive and sustainable Defense Intelligence Enterprise (DIE).
Investment – In FY13, the OSBP kicked-off participation in the DoD Mentor Protégé Program (MPP). This DoD funded program is designed to leverage large-small or small-small formal relationships to invest directly in much needed business and technical capabilities of emerging companies. DIA has invested in ten (10) formal agreements that are enhancing small business capability and agility in the areas of IT and Cyber, bringing more small business capability and innovation to DIA’s Enhanced Solutions for the Information Technology Enterprise (E-SITE) solicitation released in FY14. Innovation - The OSBP has partnered with the DIA Innovation Office (INO) to assist marketing and communication on INO initiatives, to include Needipedia, Open Innovation Gateway (OIG), and collaborative sharing of NGA’s Industry Interaction Program (IIP) submissions. These programs are opening the dialogue between DIA and innovative solution providers (industry, academia, labs) to address mission critical needs and provide the necessary tools to enable interaction.
Integration - Leveraging our expanding knowledge of mission-relevant small business capabilities and technologies, the OSBP is pursuing initiatives to socialize this knowledge with Contracting Officers and Program Managers to influence acquisition strategies and insert innovation in the requirements development process. These integration activities will help create efficiencies in business and acquisition processes to accomplish our mission even in the face of significant resource constraints.
The Defense Intelligence Agency (DIA) Office of Small Business Programs (OSBP) is committed to increasing acquisition opportunities to small businesses. We understand how forming partnerships with the private sector enhance the DIA mission and support US growth. Small businesses represent ninety-nine percent of all employer firms and generate up to sixty-five percent of new jobs. Their contributions to our National economy in terms of innovation, job creation, efficiency, increased competition, reduced prices and quality sources of supply warrant the inclusion to the greatest extent possible of small business when making federal contract award decision.
DIA-OSBP serves as the Agency's focal point for issues and practices concerning small business utilization. Our office promotes the use of small, small disadvantaged, women-owned small business, HUBZone and Veteran-owned and Service-disabled veteran-owned small business. In addition we provide assistance to small businesses by participating in and conducting outreach activities and ensuring a fair portion of DIA's total acquisitions are awarded to small businesses pursuant to Public Law. Small businesses will be given an equitable opportunity to compete for all contracts that they can perform, consistent with the best interests of the Government.
