OUR MISSION Operational Support Airlift Activity (OSA-A) is a multi-component Activity under both The Army Aviation Brigade (TAAB), Military District of Washington (MDW), and the Army National Guard (ARNG) which oversees the management and execution of the total Army Non-Executive OSA program. OSA-A conducts analysis and recommends which ARNG fixed wing assets deploy in response to state, national and global contingencies. As directed, represents the Army for managing the non-executive OSA fixed-wing fleet. Represents the ARNG as the headquarters that oversees operations, training, standardization, maintenance, readiness, and mobilizations for ARNG fixed wing units in a Title 32 status as delegated in a Memorandum of Agreement (MOA) between the Director of the Army National Guard (DARNG) and the Commander of MDW.
