New Commander Takes Charge of Joint Task Force Civil Support

U.S. Army Brig. Gen. Bruce E. Davis, a native of North Vernon, Indiana, was sworn in as the new commander of Joint Task Force Civil Support at a ceremony held today on Fort Monroe. Brig. Gen. Davis, U.S. Army National Guard is the fourth commanding general to lead JTF-CS. Brig. Gen. Davis follows Maj. Gen. Jerry W. Grizzle, who took command of JTF-CS in October 2001. JTF-CS is headquartered and operates from Fort Monroe, Va.

JTF-CS is a standing joint task force assigned to U.S. Northern Command. It provides command and control over Department of Defense consequence management forces, in support of civilian authorities, following a chemical, biological, radiological, nuclear, or high-yield explosive (CBRNE) incident in the United States, it territories or possessions. The mission of JTF-CS is to save lives, prevent injury and provide temporary critical life support.

Following graduation from the Infantry Officer Basic Course, Brig. Gen. Davis served as an Infantry platoon leader and company executive officer. He joined the Florida National Guard in February 1980. Upon completion of the Air Defense Artillery Officer Basic Course, he served as an Air Defense platoon leader, a battery executive officer and commanded Battery C, 1st Battalion 265th Air Defense Artillery.

Brig. Gen. Davis has served on active duty since 1984. Among his assignments are Force Development Officer at National Guard Bureau; Deputy Assistant Commandant for Army National Guard at Redstone Arsenal, AL; Director of Total Force Integration at Fort Bliss, Texas; Commander of 3rd Battalion 265th Air Defense Artillery headquartered in Sarasota, Florida; Chief of the Strategic Initiatives Group at National Guard Bureau; Chief of both the Office of Policy and Office of Legislative Liaison at National Guard Bureau; Chief of Staff of the National Guard Bureau; Executive Officer to the Chief of the National Guard Bureau; the Chief of Staff of the Florida Army National Guard and Deputy Commanding General of the 32nd Army Air and Missile Defense Command at Fort Bliss, TX. Most recently, Brig. Gen. Davis has served as the Principal Director, Deputy Assistant Secretary of Defense – Reserve Affairs for Readiness, Training and Mobilization from February – July 2004.

In addition to a degree in business administration, Brig. Gen. Davis holds a master’s degree in education from the University of Louisville and a master’s degree in national security and strategic studies from the Naval War College. He is also a graduate of the Combined Arms and Services Staff School, the Marine Corps Command and Staff College and the Naval War College. His awards include the Army Commendation Medal, the Air Force Commendation Medal, the Meritorious Service Medal, the Legion of Merit, and the Department of the Army Staff Identification Badge.
