USNORTHCOM Hurricane Sandy Response Support - Nov. 7

PETERSON AIR FORCE BASE, Colo. -- DoD support to Hurricane Sandy response efforts:

U. S. Army Corps of Engineers:

USACE has over 720 employees engaged in the Hurricane Sandy efforts in support of FEMA and state requirements, with 38 Mission Assignments exceeding a total of $150 million. The primary unwatering focus remains on Brooklyn Battery Tunnel (56% drained) and the Passaic Waste Water Treatment Plant (70% drained), with respective (estimated) completion dates of 9 and 7 November. Fourteen unwatering missions have been received (seven complete; seven still pumping).

USACE is providing technical assistance on roofing to New Jersey volunteer groups, and the Department of Interior authorized the Corps of Engineers to use Riis Park as the primary Rockaway area debris site for debris staging and sorting operations. Up to 15 debris crews will work locations identified by state officials in New York; moreover, in New Jersey, an increase to 35 debris crews are expected in the next 48 hours.

Power restoration focus is on public housing areas in NYC. Additional installation teams are arriving at Citi Field to support this effort, and continued headway is being made on housing assessments.

Defense Logistics Agency:

DLA continues to support FEMA and state requirements in response efforts to (post) Hurricane Sandy and working fuel and power generation contracts to support both first responders and commercial fuel stations, as determined by FEMA and state emergency coordinators. The DLA vetted contracts for diesel fuel in support of Red Cross mobile kitchens (five in NY; six in NJ), and provided up to 600,000 meals and water for 11 Red Cross locations. Contracts continue to be worked through DLA for trash/debris removal, wastewater capabilities, and garbage barge and overland trash hauling.

DLA is working mission assignments to supply power to 41 apartment buildings in NYC (the first being in Queens, NY), and also fuel for up to 220 buses. Additionally, DLA has 14 million gallons of home heating oil available for distribution as directed by FEMA and state emergency coordinators.

U.S. Transportation Command:

USTRANSCOM completed 78 missions, transported 626 passengers and 3087.3 tons (includes 200 vehicles, 4 pumps, and 30,258 blankets) and remains ready to support any future mission assignments.

U.S. Fleet Forces: (Navy & Marine Corps):

In anticipation of the cold front moving through, USS CARTER HALL and USS SAN ANTONIO will get underway, but remain close to the coast. USS WASP will weather storm at anchor, and be prepared to get underway on short notice.

  • NYC Mayor’s Office Support

    • 26th Marine Expeditionary Unit assisted with cleaning efforts in support of Army Corps of Engineers efforts to support FEMA relief activities in Staten Island.

    • Amphibious Ready Group assets supported Rockaway Beach, NY, dewatering 22 buildings on NYC priority list and completing all dewatering tasking in public housing of Rockaway.

    • After a WASP assessment team at Rockaway Water Treatment Facility determined a need for portable water removal, an 11 Sailor team from WASP dewatered through the day.

    • Mobile Diving & Salvage Unit 2 (MDSU 2) conducted dewatering operations in the vicinity of the World Trade Center Memorial, dewatering approximately 20K gallons. Personnel were also dispatched to Breezy Point, Queens to dewater homes.

    • Personnel from the Naval Mobile Construction Battalion (NMCB) are supporting Task Force Pump dewatering efforts in support of USACE, including Fort Wadsworth.

  • NMCB-11 conducted emergent restoration of primary right of ways and storm drain systems to facilitate emergency vehicle movement in preparation for impending nor'easter on NJ Barrier Island. Also provided heated command tent and tent for field dining in support of NJ DOT personnel on site. Three assessment teams dispatched along coastal NJ Barrier Islands to determine most critical requirements for follow-on earth stabilization and possible power generation support.

  • A team from USS WASP acted on short notice tasking to dewater the basement at the Statue of Liberty building on Liberty Island. Liberty Island survey and dewatering efforts complete.

  • USS WASP conducted heavy lift of 25kw Gen from the shore at LaGuardia to a small island in order to restore power to runway approach lighting.
