SOUDA BAY, Crete (May 25, 2011) -- U.S. Navy Cmdr. John Quigley, exercise senior medical officer and Navy reserve component member from Sixth Fleet reserve detachment 802 in Atlanta, helps two Royal Moroccan military personal with the correct application of a tourniquet during exercise Phoenix Express 2011 (PE-11) on May 25, 2011. PE-11 is a multi-national maritime exercise comprising U.S., North African and European naval forces. A three-week evolution divided into two phases of training, PE-11 is designed to enhance regional maritime partnerships among the 13 participating nations in their efforts to deter illicit trafficking at sea.
