Ms. Misty Tullar serves as the Director of
Plans and Programs of the National Geospatial-Intelligence Agency. As a
member of NGA's command leadership team, she provides oversight for the
execution and development of strategic direction, policy, guidance, and
planning. She also guides the development and management of future
capabilities and technologies supporting GEOINT requirements and
provides oversight to NGA Portfolio Managers to ensure agency-wide
integration in support of strategic goals.
Prior to this assignment, Tullar was the
agency's Chief Financial Executive, where she was responsible for
overseeing the day-to-day operations of the Financial Management (FM)
Directorate to include planning, organizing, directing and implementing
program evaluation, budgeting, financial management, cost analysis,
manpower, management analysis, and financial reporting activities.
Ms. Tullar joined the National
Geospatial-Intelligence Agency in August 2011. From August 2011 to July
2012, Ms. Tullar served as the Deputy Chief Financial
Executive/Comptroller. Prior to August 2011, Ms. Tullar served as
Director, Military Intelligence Program Resources, in the Office of the
Under Secretary of Defense for Intelligence (OUSDI). She was responsible
for executive oversight of the planning, programming, budgeting, and
execution process for the Military Intelligence Program, which funds
intelligence activities across the Military Departments and several
Defense Agencies.
Prior to OUSDI, Ms. Tullar served as the
Deputy Director within the Office of the Director of National
Intelligence (ODNI) Resource Management Office (RMO). Ms. Tullar worked
for the former DCI’s Community Management Staff (CMS)/ODNI from November
2004 to April 2009. During this time, Ms. Tullar held three different
positions within RMO, beginning as the General Defense Intelligence
Program (GDIP) analyst, then moving on to the GDIP Foreign
Counterintelligence Program (FCIP) Group Chief, followed by the RMO
Deputy Director.
Before selection to the DNI’s executive
corps, Ms. Tullar worked in a variety of positions within the Defense
Intelligence Agency (DIA) and served in a rotational assignment at the
President’s Office of Management and Budget (OMB). She has been a
national intelligence resource manager for over 22 years, starting her
career within the Department of Navy working highly classified financial
security activities and has since continued to evolve her experiential
base from budget development through program analysis to congressional
justification, financial planning, and budget execution.
