Brian J. Grady, M.D., Acting Director

A former Marine officer, Dr. Grady graduated from the Uniformed Services University of the Health Sciences School of Medicine and is a board-certified psychiatrist with extensive experience in telemental health (TMH) services. He established the primary behavioral health care division at the National Naval Medical Center, which included establishing TMH clinics at Navy and Army facilities in five states. After military retirement in 2005, Dr. Grady led telemental health services for the Sheppard Pratt Health System; the Division of Child Psychiatry at the University of Maryland School of Medicine; the Maryland Mental Hygiene Administration and the Center for School Mental Health; and the Maryland Department of Veterans Affairs/Veterans Integrated Services Network 5.

After receiving his Ph.D. in clinical psychology from the University of New Mexico, Dr. Hoyt was an officer in the Medical Service Corps of the U.S. Army. He has authored publications on combat-related stress and posttraumatic stress disorder, was a site investigator for the first clinical trial of exposure-based therapy conducted in the deployed environment, and worked to establish the first Embedded Behavioral Health clinic on Joint Base Lewis-McChord. Dr. Hoyt left active duty in 2014 to become a civilian supervisor and faculty member at Madigan Army Medical Center; prior to joining T2, he was the director of Madigan’s Intensive Outpatient Program.

Karl O. "Skip" Moe, Ph.D. , Chief of Staff

Dr. Moe oversees all T2 administrative, personnel and fiscal activities, coordinating with the T2 division chiefs to ensure that each division is effectively staffed, funded and supported. He received his Ph.D. in psychology from Arizona State University. Over a long career in military psychological health care, he has held senior leadership positions with or consulted for the HQ USAFE Command Surgeon’s Office, Wright-Patterson USAF Medical Center, the USAF Surgeon General for Clinical Psychology and Associate Chief of the Biomedical Sciences Corps (Chief Clinical Psychologist for the USAF), USAF Mental Health Flight Chief at Malcolm Grow Medical Center, and the Senior Military Psychologist at the Uniformed Services University of the Health Sciences.

Jamie Adler, Ph.D. Chief,  Telehealth Program

Dr. Adler is responsible for the development of DoD telemental health network and partnerships that improve access to care. Strategically based out of the National Capital Region office, he is involved in the pursuit of policies and innovative technologies to drive the successful implementation of these initiatives. Dr. Adler has extensive experience as a program developer, administrator, researcher and teacher in the telehealth field, and has led numerous telehealth programs and initiatives within the VA.

Nigel E. Bush, Ph.D. Chief, Research, Outcomes and Investigations

Dr. Bush oversees the research, development and evaluation of available and emerging technologies that support psychological health and TBI recovery in the military community. He also leads T2's Technology Enhancement Center and Usability Lab, serves on advisory groups within the DoD, and was the principal investigator of T2’s Virtual Hope Box smartphone app, which received a DoD 2014 Award for Innovation. Dr. Bush attended school in the UK, receiving his Ph.D. in Psychology from the University of Southampton. Prior to joining T2, he was at the Fred Hutchinson Cancer Research Center in Seattle for over two decades.

Robert Ciulla, Ph.D. Chief, Mobile Health Program

Dr. Ciulla leads T2's web-based development efforts to deliver behavior-change strategies to the military and provider community. His experience has focused on developing psychological materials and surveillance tools across a broad spectrum of technology platforms. Dr. Ciulla is a licensed clinical psychologist who completed his Ph.D. at the University of Massachusetts. Before joining T2, Dr. Ciulla served as the Chief of Madigan Army Medical Center’s Soldier Readiness Service and the Soldier Wellness Assessment Pilot Program.

Bob Kayl, MSSE & MHR Chief, Technology  Division

Bob Kayl brings a unique blend of technology management expertise. He holds a master's degree in both software engineering and human relations. In addition, Mr. Kayl has numerous professional trainings, specialized licenses and graduate certificates. His extensive software and database development experience and IT/IS management experience enable a robust technology systems program. Mr. Kayl leads and manages all technical aspects of T2’s vision, mission, goals, objectives and operations. Prior to joining T2, Mr. Kayl was the Information Technology Director at Univera, Inc. and completed 20 years of active duty service in the Air Force specializing in information security, system and network administration.
