Visiting NAVSEA Headquarters

Naval Sea Systems Command (NAVSEA) headquarters is located in bldg. 197 (Humphrey’s Building) at 1333 Isaac Hull Ave., on the Washington Navy Yard (WNY) in Washington, D.C.

All visitors (Military, Government Civilian, and Contractor) must have a federal government or state issued photo ID for entrance onto the WNY. For unescorted access/entrance into NAVSEA Headquarters buildings, visitors must be appropriately cleared via the submission of a Visit Request (VR) submitted thru the Joint Personnel Adjudication System (JPAS). The NAVSEA HQ Security Management Office (SMO) code: 000244.

The VR must identify the name and telephone number for the appropriate NAVSEA point of contact (POC). If this process is not followed and/or needed, the visitor may gain access via an escort by their NAVSEA POC. The NAVSEA Security Office (SEA 00P1) can be contacted at (202) 781-4460 for questions and/or identification of any additional requirements. Prior to visiting NAVSEA, Foreign Nationals must be sponsored and their visit pre-coordinated with SEA 00P5, who can be contacted at (202) 781-0504.

Members of the news media must be escorted by NAVSEA Public Affairs personnel from the Office of Corporate Communications. They can be contacted at (202) 781-4123. 

Anyone other than media personnel escorted by a Public Affairs representative or official command photographer who wishes to take a photograph or audible recording must have a NAVSEA headquarters Photographic and Audible Voice Recording Permit (enclosure 1 of NAVSEAINST 2200.1). Permission for these and passes may be obtained beforehand for use at events such as retirement ceremonies or promotions by contacting the Office of Corporate Communications.

All NAVSEA visitors will be provided a badge at the Visitor Control Center (VCC) at the Riverside entrance (the south end) of bldg. 197. This badge must be worn above the waist and be visible at all times. Visitors’ badges are to be relinquished daily, to the guard force officers post, upon departure from NAVSEA spaces.

Below are additional rules and regulations for visiting the Naval Sea Systems Command:

1. Prohibited items per title 18 U.S.C. § 930 include: firearms, knives and other dangerous blunt or bladed weapons, explosives or chemical devices such as mace or pepper spray.

​2. Cell phones are allowed in the Humphreys Building and other NAVSEA headquarters offices where classified information is not present or discussed, including common areas like the cafeteria, according to thnew NAVSEAINST 2200.1, Photographic, Audible Recording and Portable Electronic Devices Policy. NAVSEA Visitor Control Center hours are: Monday - Friday from 6:30am to 2:00pm.
