How the MDA implements NEPA

The MDA conducts most of its actions on host military installations, military ranges, or other federal properties and prior to 2010, the MDA relied on the host services’ or agency's NEPA procedures. However, in accordance with the Council on Environmental Quality (CEQ) guidance released in 2010, the MDA established agency-specific NEPA implementing procedures and CATEXs for our projects and actions.

The MDA's final agency-specific NEPA Implementing Procedures and CATEXs were published in the Federal Register on Aug. 8, 2014.

The information that the MDA assembled while developing our CATEXs is described in the Administrative Record for Missile Defense Agency Proposed Categorical Exclusions.

The CEQ’s Aug. 7, 2014 determination that MDA’s NEPA Implementing Procedures and Agency-specific CATEXs were in conformance with NEPA and the CEQ regulations is available here.
