Legal Counsel

Office of Counsel

Welcome to the Regional Counsel's Office, Navy Region Center Singapore (NRCS).  The Regional Counsels and their subordinates report to CNIC's Command Counsel and are responsible for providing legal services to their respective Regional Commanders.

The Regional Counsel assigned to Singapore is the senior civilian legal advisor to the Singapore Area Coordinator (SAC) and the Installation Commander NRCS and is responsible for all business related legal matters at the region and the installation, as well as ethics, MWR and non-appropriated fund (NAF), civilian personnel, acquisition, environmental and fiscal law matters and general legal guidance and advice. 

The practice of Navy Office of Counsel (OGC) attorneys varies depending on the mission of the command with which they serve.  OGC generally provides legal services and business advice in the following areas:

  • Business and Commercial law
  • Acquisition
  • Real Estate Leases and other real property transactions
  • Fiscal law
  • Ethics & Standards of Conduct
  • Contract claims
  • Litigation
  • Civilian personnel and labor law
  • Environmental law
