The Navy fully supports the Intelligence Community’s (IC) effort to enable greater integration, information sharing, and security through an enterprise approach called the IC Information Technology Enterprise (IC ITE) [pronounced “eye sight”].
The Navy and IC ITE
The Navy is executing an IC ITE adoption/transition plan approved by the Deputy Chief of Naval Operations for Information Dominance (N2/N6) and the Director of National Intelligence (DNI).
IC ITE capabilities will be delivered to all personnel afloat, ashore, and aloft through the Next Generation Enterprise Network (NGEN), Consolidated Afloat Networks and Enterprise Services (CANES), Global Command and Control System-Maritime (GCCS-M) Distributed Common Ground System – Navy (DCGS-N), and Sensitive Compartmented Information (SCI) IT on the Joint Worldwide Intelligence Communications System (JWICS).
The Navy’s transition planning will include rationalizations of current data/applications, desktops, networks/domains, and cloud services to identify possible onramps to respective IC ITE services.
The Navy is currently charting the path to IC ITE, and will leverage existing National Intelligence Program (NIP) resourcing to execute the migration. Navy stakeholder and partner technical, programmatic and functional expertise will be synchronized to drive efficient and effective IC ITE adoption.
Potential cost savings will be achieved by transitioning away from a Navy/Navy Intelligence (NAVINTEL)-centric IT acquisition model; retiring legacy capabilities, eliminating redundant services, adopting enterprise services, and purchasing consolidated service support contracts.
The Naval Intelligence Activity (NIA) will serve as the Executive Agent for IC ITE efforts across the NAVINTEL Enterprise, placing emphasis on extending capabilities to the tactical edge and to interagency mission partners.
Background
To improve the ability to securely and efficiently discover, access, and share information across the IC, the DNI mandated that the IC will store, process, and disseminate data, information and intelligence on a common enterprise IT environment identified as IC ITE.
The IC ITE Strategy calls for the development of seamless and secure enterprise solutions that promote trusted collaboration — connecting people to people, people to data, and data to data. The strategy will be achieved by operating and investing in a secure and defendable common Top Secret Sensitive Compartmented (TS/SCI) computing/networking infrastructure.
IC ITE is not an acquisition program of record but will be applicable to all NIP-funded activities across the IC as well as several Military Intelligence Program (MIP)-resourced capabilities that interface with IC ITE.
Way Ahead
Existing resources will be realigned to implement IC ITE. Funding requirements, including system migrations, exceed current budget. Cost savings will be realized through the retirement of legacy capabilities and transition to IC enterprise services. Most IC ITE services are still unavailable to the fleet while outstanding NIP/MIP acquisition constraints exist.
