Deputy Commander, DLA Distribution



Ms. Twila C. Gonzales assumed her role as deputy commander, DLA Distribution in December 2013.  She is responsible for the global storage and distribution network holding inventory valued in excess of $100 billion through fixed and deployable infrastructure and expeditionary personnel; oversees a $1.5B operating budget and leads a distribution network of 7,500 dedicated professionals.  Gonzales previously held this position from March 2007 through March 2008.

Prior to this assignment, she served as director of DLA Disposition Services, Battle Creek, Mich.  As director, she lead approximately 1,800 military and civilian personnel of the DLA global community who served in 41 states and 16 foreign countries and operated in Afghanistan, Iraq and Kuwait in direct support of combat forces.  There she had the responsibility for disposition of material no longer needed for national defense, compliance with associated legislative and regulatory requirements, and provided stewardship while protecting the public from dangerous defense items through property reuse, hazardous property disposal, demilitarization, precious metals recovery, and recycling program support.

Inducted into the Senior Executive Service in 2006, Gonzales served as DLA Distribution’s director of distribution re-engineering, overseeing the transitions required across the activity’s distribution network as a result of the 2005 Base Realignment and Closure (BRAC) Act.

Gonzales led the activity’s Commercial Activities Program Office from 1998 until 2005, where she managed the A-76 process throughout the distribution centers achieving $113M in programmed savings and an average operational cost reduction of 35%... Gonzales also served on the team that established the Defense Distribution Center in 1997 through the consolidation of Defense Distribution Regions East and West. At the time, Gonzales was a division chief within the Office of the Comptroller at Defense Distribution Region West.

Gonzales began her career as a Department of Army intern and has worked in numerous positions in the planning, resource management and logistics fields with ever increasing scope and responsibility. 

A native of California, Gonzales holds a Master’s degree in Human Resource and Organization Management from the University of San Francisco and a Bachelor’s degree in Social Science and Education from the University of California Sacramento.

Ms. Gonzales is the recipient of the 2014 Meritorious Executive Presidential Rank Award.  Other awards include the Department of Defense Distinguished Civilian Service Award, DLA Meritorious Civilian Service Award and DLA Superior Civilian Service Award.
