Mr. Carl Ayers is the Acting Deputy Director and a Division Chief in the Adaptive Execution Office. He is the principal lead for transitioning technology to the U.S. Army, U.S. Pacific Command and U.S Cyber Command. He has more than 29 years of experience in the areas of strategic communications, influence operations, information and psychological operations (PSYOPS).
Mr. Ayers recent assignments include three years in the private sector; Chief, Psychological Operations Division, Joint Staff; and Military Assistant to the Secretary of Defense. He successfully planned and executed 30 operational deployments from peace enforcement to combat operations in Kosovo, The Philippines, Afghanistan and Iraq. His U.S. Army experience includes fielding soldier support, force protection, mobility and PSYOP specific equipment, deploying a battalion plus two U.S. Army Reserve (USAR) companies to Iraq and commanding all tactical PSYOP forces during high-intensity combat operations, and simultaneously deploying another attached USAR company to operations in Afghanistan. He retired from the U.S. Army at the rank of Colonel in 2008.
He holds a Master of Science degree in National Security Strategy from the National Defense University, a Master of Science degree in International Relations from Troy State University and a Bachelor of Science degree in Anthropology from Wake Forest University.
