Qualified Recycling Program

The Qualified Recycling Program (QRP) is a U.S. military installation wide, facility-managed and run recycling program aimed at

  • Pollution prevention
  • Minimizing environmental impacts (i.e. recovering recyclable materials from solid waste disposal streams)

Qualifying recyclable materials are collected and segregated from other solid waste materials by the generating unit or activity, where they are then either sold direct via public sale or through established scrap sales programs (DLA Disp Svcs). Net proceeds from the sale of these recyclable materials are then deposited into the installation’s QRP account.

Applicable Regulations to the QRP

DODI 4715.4 (Pollution Prevention) implements 10 U.S.C. 2577 and 32 CFR 172.

10 U.S.C. Sec. 2577 (Disposal of recyclable materials) establishes the authority for  QRPs and discusses distribution of proceeds.

32 CFR 172 (Disposition of Proceeds from DoD Sales of Surplus Personal Property) further discusses proceeds and establishes eligibility and prohibitions.



Documentation
 

Installations/activities must have a Qualfied Recycling Program established to obtain reimbursements.

Letter of Authorization example - must be completed upon start up of a new QRP and submitted to the Location.

Properly completed 1348 example - shows information that must be contained on a scrap turn in document to the Location for eligible QRP property to be reimbursed.
