Industrial Security Facilities Database (ISFD)

ISFD Login

The ISFD will provide users with a nationwide perspective on National Industrial Security Program related facilities, as well as facilities under DSS oversight in the DoD conventional AA&E program. ISFD data will also provide source data for the DoD Joint Personnel Adjudicative System (JPAS) and the Facility Verification Request (FVR) application.

If you request a Facility Verification for a company that you have previously verified, ISFD will return the following error message: "A Facility Verification Request by user (user name) already exists for subject CAGE code (cage of requested company)."

This is a change to ISFD functionality. If you experience difficulty finding your previous verification, call the
Knowledge Center at 1-888-282-7682 for assistance.

Some users have been unable to access ISFD. After entering their user ID and password, the system returns a blank screen. If this occurs, please perform the following:

  1. Turn off Internet Explorer (IE) popup blocker:
    1. In Internet Explorer, on the 'Tools' menu,
    2. Select 'Pop-up Blocker', and then
    3. Select 'Turn off pop-up blocker'.
  2. Clean out temporary internet cookies and files:
    1. In Internet Explorer, on the 'Tools' menu,
    2. Select 'Internet Options',
    3. Select 'Delete Cookies' under 'Temporary Internet files' on the 'General' tab for Internet Options',
    4. Select 'OK' for 'Delete all cookies in the 'Temporary Internet Files',
    5. Select 'Delete Files' under 'Temporary Internet files' on the 'General' tab for 'internet options',
    6. Select 'OK' for 'Delete all files in the Temporary Internet Files', and then
    7. Select 'OK' at the bottom of the 'General' tab to close 'internet option' dialog box.
  3. Close IE browser.
  4. Open IE browser, go to the ISFD website (https://isfd.dss.mil/ISFDweb/login/login.jsp) log in and the ISFD homepage should display.

(04/21/2016) Extension of e-FCL NISP PSI Data Collection
The Defense Security Service (DSS) data collection of National Industrial Security Program (NISP) Personnel Security Investigation Projections is open and can be accessed through the Electronic Facility Clearance (e-FCL) system.

DSS is extending the closing date of this collection until April 22, 2016 to accommodate facilities that have yet to respond.

Please note that submitting the PSI projections is independent of e-FCL package submissions; submitting information related to the facility clearance is not required as part of the PSI data collection.

(12/08/2015) PSI Data Collection
The Defense Security Service (DSS) is responsible for projecting Personnel Security Investigations (PSI) requirements each year. Annual projections, acquired by DSS from Industry through PSI data collection are a key component in DoD program planning and budgeting for National Industrial Security Program (NISP) security clearances. As part of this data collection, each facility in the NISP provides estimates of their PSI requirements for the next three years by type of investigation (initial/ reinvestigation Top Secret, initial/ reinvestigation Secret/Confidential).

As in years past, the annual data collection of PSI projection requirements will be conducted in the spring. Effective 2016, data collection will be conducted through the Electronic Facility Clearance System (e-FCL). In preparation for this upcoming data collection, please ensure that your e-FCL login (your email address) and password are current. Password resets can be completed on the e-FCL login page.

If your facility is not registered in e-FCL, DSS will establish an account for you. A completed e-FCL package is not required to participate in the data collection; only an established account is necessary to input the PSI requirements.

This weekend's scheduled ISFD-NCAISS integration has been delayed until next month. When the precise deployment date has been confirmed a notification to all users will be distributed in advance.

-- Attention Industrial Security Facilities Database (ISFD) Users --
On Saturday, Nov. 21, 2015, Defense Security Service (DSS) will place access to the Industrial Security Facilities Database (ISFD) behind the NISP Central Access Information Security System (NCAISS).

NCAISS is a web-based application that provides Public Key Infrastructure (PKI)-based authentication services (either a Common Access Card [CAC] or DoD-approved External Certification Authority [ECA] certificate) to DSS applications and information systems for authorized users. This additional security measure is the first step toward single sign-on authentication in 2016. However in the near-term and after NCAISS integration, ISFD will still require your username/password to access the system.

If you have already registered for an NCAISS account to get access to STEPP or OBMS, then no further action is required. If you do not have a registered NCAISS account, setup is a two-step process within the NCAISS website: First, you will complete a web-based account registration form and, second you will register your PKI credential with your account. In preparation for the NCAISS-ISFD update coming later this month you may want to setup your NCAISS account now.

Facility participation in the survey is critical to DoD program planning and budgeting for NISP security clearances and forecasting workload requirements by the Office of Personnel Management.

**Survey invitations contain a 'securitysurveys.net' survey link. As in years past, verification of the legitimacy of the Survey URL can be obtained through your Cognizant Security Office.**

(01/26/2015) 2015 Annual National Industrial Security Program (NISP) Personnel Security Investigations (PSI) Survey Deployment Coming Soon
The NISP PSI Requirements Projection Survey has been broken in to two stages:

STAGE ONE: Contact Validation Survey to determine if a facility will be included under a consolidated response. The Contact Validation Survey is scheduled to remain open for a two-week period from Feb. 10 to Feb. 24. This survey will precede the annual web-based Personnel Security Investigations requirements survey to determine if your projection will be consolidated under a parent CAGE code. Your response should include your CAGE code and that of the parent!

STAGE TWO: Deployment of the annual web-based survey to identify Facility Personnel Security Investigation requirements for FY16-18. The survey will be fielded on March 10 and remain open through COB April 7. Facility participation in the survey is critical to DoD program planning and budgeting for NISP security clearances and forecasting workload requirements by the Office of Personnel Management.

08/12/14 Attention ISFD Internal Users:
Internal ISFD users may experience issues accessing Custom Reports due to varying laptop and desktop configurations. Please note that ISFD users must use Java version 6 to access Custom Reports while other applications may require Java version 7. ISFD users are able to switch back and forth between Java versions. (4/11/2014) ISFD User Awareness - Upside Down Question Marks (UDQMs)
ISFD users are inadvertently introducing undesired characters (UDQMs) into the ISFD database. This action results from copying MS Word or rich text content and pasting it directly into ISFD. Users are strongly encouraged to review the attached guidance to minimize the creation of these odd character sets.

(3/21/2014) Attention ISFD Users: ISFD Account Administration
All ISFD users are strongly encouraged to access their accounts at least once every 30 calendar days, to avoid deactivation and deletion. Per regulatory guidance, ISFD accounts are managed with regularly executed deactivation and deletion purges. Accounts reflecting 30 consecutive days of inactivity will be locked, and accounts reflecting an inactive status of 45+ days are subject to deletion. A user whose account is deleted will need to submit the appropriate System Access Request (SAR), to obtain access. (11/26/2013) DSS will deploy the annual NISP Cost Collection Survey in January-February 2014

As the Executive Agency for the National Industrial Security Program (NISP) under Executive Order 12829, DoD is required to provide the Information Security Oversight Office (ISOO) with an estimated annual cost to Industry of complying with NISP security requirements. DSS determines the costs by surveying contractors who possess classified information at their cleared facility. Results are forwarded to ISOO and incorporated in an annual report to the President.

To meet this requirement, DSS conducts a stratified random sample survey of contractor facilities using a web-based survey and Office of Management and Budget (OMB)-approved survey methodology. Since the sample of cleared facility participants is randomly selected, not all facilities will receive the survey. The survey will be fielded on January 20, 2014 and remain open through COB February 7, 2014. Participation is anonymous. As in years past, the survey invitation will contain a securitysurveys.net survey link. Verification of the legitimacy of the Survey URL can be obtained through your Cognizant Security Office. DSS appreciates your cooperation and submission of the cost information by February 7, 2014.

(11/25/2013) Attention ISFD Users: ISFD Account Deactivation and Termination
On 4 December 2013, in accordance with CYBERCOM account administration security requirements, DSS will terminate Industrial Security Facilities Database (ISFD) accounts which have not been accessed within 45 days. ISFD accounts reflecting 30 consecutive days of inactivity will be locked. Inactive accounts exceeding 45 days of inactivity will be subject to termination, after which time submission of a new System Access Request (SAR) will be required for creation of a new ISFD account.
Current ISFD users who require continued access in line with their position responsibilities are strongly encouraged to log on to refresh the last accessed date associated with their accounts to avoid deactivation and termination.
This requirement will be ongoing and applied to system accounts regularly.

(7/23/2013) Attention ISFD Internal Users:

(02/10/12) Attention ALL ISFD Users: Custom Reports Login Failures
Industrial Securities Facilities Database (ISFD) Internal users have experienced login failure while attempting to access Custom Reports. Research has determined that the issue originates from the format of reset passwords.

When prompted to reset ISFD passwords, users must choose new passwords which vary from the previous passwords by at least four (4) characters. Users not modifying their passwords with sufficient variation will cause their ISFD main and Custom Reports passwords to become out-of-sync.

The following are the minimum requirements for ISFD password resets*:

  1. Passwords must differ from previous by at least four (4) characters.
  2. Passwords cannot contain single quotes (') or double quotes (")
  3. Passwords cannot contain any whitespace characters (space, tab, etc.)
  4. Passwords must be at least 15 characters long
  5. Passwords must contain at least 2 numbers
  6. Passwords must contain at least 2 special characters
  7. Passwords cannot match any of your previous 10 passwords
  8. Passwords must contain at least 2 uppercase letters
  9. Passwords must contain at least 2 lowercase letters
  10. Passwords cannot contain any consecutive characters from the same key (e.g. "aa", "bB", or "1!")
