Noncompetitive Repromotion

When filling a vacancy, supervisors may receive repromotion eligibles on their referral list. These employees have previously held a position on a permanent basis under career or career-conditional appointment at or above the grade level of the position to be filled. In many cases, employees eligible for noncompetitive repromotion have been forced to accept lower-graded positions during a reduction in force.

Repromotion eligibles may be entitled to special or �priority� consideration for the vacancy. In some cases, the individual is entitled to be placed in the vacancy; in other cases the entitlement falls short of a mandated placement because the manager has other options available to him/her in filling the vacancy. The nature of the special consideration will depend upon the program involved.

Employees who previously held the higher grade must only meet the basic qualification requirements of the position in order to be referred.
