Federal Long Term Care Insurance Program (FLTCIP)

The FLTCIP provides long term care insurance to help pay for costs of care when enrollees need help with activities they perform every day, or have a severe cognitive impairment, such as Alzheimer's disease.

Most Federal employees and annuitants and their qualified relatives are eligible to apply for insurance coverage under the FLTCIP.

Most employees must be eligible for the Federal Employees Health Benefit (FEHB) Program in order to apply for coverage under the FLTCIP. It does not matter if they are actually enrolled in FEHB - eligibility is the key. Annuitants do not have to be eligible or enrolled in the FEHB Program. Certain medical conditions, or combinations of conditions, will prevent some people from being approved for coverage. You must apply to find out if you are eligible to enroll.

New and newly eligible employees, their spouses, and newly married spouses of employees can apply with abbreviated underwriting and access to the alternative insurance plan within 60 days of becoming eligible for the Program.

Qualified relative as described below can apply even if the person they are related to does not apply, or even if the person they are related to apply but is not approved for coverage.

  • Spouses of employees
  • Spouses of annuitants
  • Same-sex domestic partners of Federal employees or annuitants who have submitted (either directly or through their partner) a form affirming this status to the Army Benefits Center-Civilian for active employees and the Office of Personnel Management for annuitants.
  • Surviving spouses of active and retired members of the uniformed services who are receiving a Federal survivor annuity or who received a
    basic employee death benefit under the Federal Employees Retirement System. Their qualified relatives are also eligible to apply.
  • Parents, parents-in-law, and stepparents of living employees
  • Adult children (at least 18 years old, including adopted or step children) of living employees or annuitants
