DoDD 1404.10 provides for "...the involuntary assignment of civilian employees to Emergency Essential (E-E) positions as may be necessary to meet the exigencies of the circumstances and when unforeseen contingencies prevent prior identification of those positions as being E-E." Army policy is to normally deploy civilian employees who either have agreed to accept E-E positions or who are volunteers. This policy in no way restricts or limits the authority to direct involuntary deployments when necessary to accomplish the military mission.
