GEN Allvin took 12 questions from seven countries plus AFP on the array of ERI lines of effort, emphasizing the U.S. commitment to its allies and to strengthening military presence/capabilities across Europe. He made clear that Congress still needs to weigh in with respect to specific details about pre-positioning and infrastructure, but the goal is rapid response in areas that need support to counter potential adversary action. When asked specifically about Russia’s actions, he responded that he can’t speculate about Russian decision making, but we can take decisions based on the behavior we see. The dynamic new security environment requires a rapid response, and the ERI is intended to increase interoperability to that end.

A four-day forum entitled “Religion, Security and Strategy Perspectives” sponsored by US European Command Chaplains Office. The audience consisted of several disciplines within EUCOM and AFRICOM, along with Component Chaplains and Chaplains’ assistants from across Europe.

Last week planners, strategists, and defense cooperation and attaché officers from U.S. embassies across Europe gathered at Ramstein Air Base, Germany, for the annual European Strategy Conference to take a hard look at where we are, where we are heading, and whether our route is both the most effective and most efficient in today’s fiscally-constrained environment.

The United States and European militaries have a history of enduring partnerships and respect based on mutual core values and ideals including democracy, human rights, freedom of speech, and the right to liberty and justice for all.

My visit was part of NATO’s outreach and desire to develop a “true strategic partnership with Russia,” as it says in the Strategic Concept approved at the Lisbon Summit last fall. In my role as the Supreme Allied Commander, I continue to search for zones of cooperation with the Russian military.

A few weeks ago, I referred to myself as a “strategist” during a speech. This prompted someone to ask me what “strategy” means to me. What a superb question! So often the word is overused…it seems almost everything is “strategic” these days. And yet, in our business and in my current job, strategy is at the heart of what we do.

We finished the Lisbon summit last week – really a high point thus far in the nearly 18 months I’ve been the Supreme Allied Commander Europe (SACEUR). While not without some challenges, overall the summit must be judged a real success.

Currently, 28 NATO Heads of States and Governments (HoSG) are expected to convene at the NATO Summit. Over a series of meetings, our leaders will discuss a handful of issues central to the future security of Europe and North America, focusing on the new strategic concept and its subsequent implementation: crisis management; missile defense; the comprehensive approach; cyber security; and NATO headquarters and command structure reform.
