Contract Business Analysis Repository (CBAR) 1.7.3

CBAR 1.7.3 is an eTool that captures contract-related information about companies. CBAR began development in 2010 by DCMA at the request of the Director of Defense Pricing, to provide DoD PCOs access to the unique information DCMA maintains for the contracts it administers.

CBAR version 1.7 provides an additional type of information, business clearance information. This, coupled with DCMA’s data, provides PCOs a picture of historical negotiations with the contractor as well as negotiation information for similar awards.

PCO Role

PCOs have the primary responsibility for adding PCO Business Clearance records to CBAR. PCOs can add draft records to DoDAACs that are in their profile, and they can request new DoDAACs be added to their profile by sending a request through CBAR to the PCO Administrator. PCOs can also finalize draft Business clearance records that they create, and view full finalized Business clearance records within their DoDAAC. Includes members of the Armed Services or other agencies and has the ability to search for all records in the repository. Can create Business Clearance records for DoDAAC or organization for which they have permission from the PCO Administrator. Can view records and their associated documents with permission of an PCO Administrator. They can, with permission from a Security Administrator, view the contents of a CAGE record in the ACO module.

PCO Admin Role

The PCO Administrator can, like the PCO, add draft records to their DoDAACs and finalize draft PCO Business Clearance Records. PCO Admins can also edit finalized Business Clearance records. PCO Admins are also charged with granting access to their DoDAACs to PCO and External Viewer users. Includes members of the Armed Services and other agencies. Ability to grant and revoke permissions to perform additional functionality on records pertaining to a specific CAGE or DoDAAC. Can also view all records in CBAR. PCO Admins must request new DoDAACs be added to their profiles through CBAR, which are then approved by Administrators.
