The Office of Warrior Care Policy

The mission of the Office of Warrior Care Policy (WCP) is to proactively support wounded, ill, and injured Service members in their recovery and reintegration or transition to civilian life. To achieve this, WCP focuses on its vision to ensure the nation’s wounded, ill, and injured Service members, their families, and caregivers are not forgotten.

Background:
The National Defense Authorization Act for FY 2008 (Public Law 110-181) directed DoD to improve the care, management, and transition of recovering Service members. To sustain improvements for the oversight and management of wounded, ill, and injured Service members, the November 2008 Principal Deputy Under Secretary of Defense, Personnel and Readiness (P&R) Directive Type Memorandum established the Office of Transition Policy Care and Coordination (TPCC). In October 2009, TPCC’s name was changed to Office of Wounded Warrior Care & Transition Policy (WWCTP) and remained aligned under P&R.

In 2012, WWCTP’s name was changed to Warrior Care Policy (WCP) and became aligned under the Office of the Assistant Secretary of Defense (OASD) for Health Affairs (HA). Following the October 1, 2013, stand up (initial operating capability) of the Defense Health Agency (DHA), WCP policy and oversight functions were aligned to the Deputy Assistant Secretary of Defense for WCP as part of the OASD (HA). Warrior Care execution functions align to the Director for Healthcare Operations under the Director, DHA. Despite organizational shifts, Warrior Care still operates as a collaborative office working toward a common mission and vision.

WCP is committed to ensuring equitable, consistent, high-quality support and service for wounded, ill, and injured Service members through effective outreach, interagency collaboration, policy, and program oversight. Supported individuals include Active, Guard and Reserve Service members as well as their families and caregivers.

Today, the office provides resources, guidance and assistance to each of the military Services’ wounded warrior programs and initiatives. WCP also conducts and manages the following programs and activities to support its mission:

The Disability Evaluation System:
The Disability Evaluation System (DES) combines the Department of Defense (DoD) and Department of Veterans Affairs (VA) disability processes and allows the Departments to simultaneously complete the disability determinations of seriously ill or injured Service members before they separate from military Service. The DES allows both Departments to provide disability benefits for separating Service members at the earliest point allowed under law. Learn more

Recovery Coordination Program:
The Recovery Coordination Program (RCP) provides Recovery Care Coordinators to ensure wounded, ill and injured Service members receive the non-medical support they need to create the life they want. Coordinators assist in the development of a comprehensive plan for Service members to identify needs, goals, and resources required to succeed. Learn more

Military Caregiver Support:
The DoD provides resources and information exclusively for military caregivers who assist wounded, ill and injured Service members with activities of daily living. Since 2013, DoD’s support for military caregivers has positively impacted thousands of lives by addressing key issues that affect caregivers in the short and long term. These issues often include finances, education, employment, transportation, maintaining a strong family, keeping mentally and physically healthy, navigating through legal issues and housing. Education and Employment Initiative:
The Education and Employment Initiative (E2I) is a collaborative effort, led by the DoD with support from Federal agencies and non-Federal entities, to assist wounded, ill, and injured Service member improve their career readiness by identifying skills and abilities to help facilitate transition to a productive and successful post-military service future. Operation Warfighter:
Operation Warfighter (OWF) is a DoD internship program that provides opportunities for wounded, ill, and injured Service members to participate in internships with Federal agencies during their rehabilitation process. These Federal internships allow wounded, ill, and injured Service members to expanded their knowledge, skills, and abilities in preparation for transition or reintegration to military service. Military Adaptive Sports Program:
The Military Adaptive Sport Program (MASP) provides opportunities for all wounded, ill, and injured Service members to participate in adaptive sports and reconditioning activities. Adaptive sports and reconditioning activities are an essential way of understanding what each wounded, ill, and injured Service member is able to achieve–focusing on levels of ability rather than disability. National Resource Directory:
The National Resource Directory (NRD) is a website providing access to tens of thousands of services and resources at the Federal, state, and local levels that support recovery, rehabilitation and community integration, for Service members, wounded warriors, veterans, and their families. Resources range from homeless assistance to benefits and compensation to volunteer opportunities. Learn more

The three stars in the base of the hands represent the office’s three star equivalent Deputy Assistant Secretary of Defense and the office’s tagline of “Recover, Reintegrate, and Triumph” borders the logo, as a reminder of the important vision statement to which the office has committed.
  • The logo incorporates our Nation’s patriotic colors as well as shades of purple to convey the office’s dedication to all branches of service
