Human Resources (Military) (CP-50)

General The Human Resources (Military) Career Program (CP50) competition for professional development is open to all GS-9 or NSPS equivalent and above careerists assigned to a permanent CP-50 position. Prior to submission, careerists must seek out and identify the short-term or university course(s) and all associated costs. Requests for funding are accepted throughout the year. Applications must be submitted to allow sufficient processing time prior to start of training. Requests for CPD funding are evaluated competitively and based on information provided by the supervisor, nominee's current position, education, training, and benefit of training.
University Training
  • Part-time University Training - Applications for part-time University Training must be initiated by the individual careerist and are accepted throughout the year. University courses must be Human Resource related or related directly to current position.
  • Full-time University Training - (not available, at this time)
  • NOTE: Upon development of a university training program, tuition and all authorized educational expenses will be funded for selected nominees; however presently neither salary nor benefits will be reimbursed.
Short-Term Training
  • Training courses 120 days or less in length. Training instances may include, but are not limited to, attendance at classes, professional workshops, seminars, CES, online training. Attendance must relate directly to Human Resources and be documented as mandatory or recommended training in the CP50 ACTEDS Plan.
Developmental Assignment
  • Developmental assignments are our most economical and effective means of building professional credentials for Human Resource careerists.
  • Developmental opportunities are designed for careerists to work in positions which establish and/or interpret policy, plans, and strategies and broaden their breadth and depth of knowledge and skills. Assignments are normally lateral assignments to positions where the individual gains skills, knowledge, and abilities other than those they currently possess. Developmental assignments can be established at all levels of the Army, i.e., ASAM&RA, G-1, ACOM/ASCC/DRUs, TRADOC and FORSCOM installations, Adjutant General School, HRC, IMCOM. These assignments will normally be no less than 30 days and no more than 3 months.
  • Establishment of developmental assignments can be requested by MACOM/IRA or Activity Career Program Managers, or can be requested by individual careerists. If approved by the FCR, the developmental assignment will be announced Army-wide through MACOM/IRA CP-50 Program Managers for dissemination to CP50 careerists.
  • Funding for travel and per diem are paid through CPD funds. Salary and personal benefits must be paid by either the submitting or developmental assignment activity.
Process for Selection

The application package appears at the end of this page. CP-50 careerists must submit a complete ACTEDS Training Application Package through channels to:

Careerists who apply for professional development assignment or training are competitively evaluated by CP-50 staff members who will provide recommendations to the CP-50 FCR. The FCR has final selection authority.

Civilian Education System (CES)

The Civilian Education System (CES) is the foundation of the Army's leader development program for all Army Civilians, providing progressive and sequential education courses throughout their careers. CES is centrally funded by HQDA G-37/Training Directorate for most permanent Army Civilians, including but not limited to general schedule (GS), non-appropriated fund (NAF), local national (LN) and wage grade (WG) employees. CES leadership courses, or designated equivalent courses, are required for all Army Civilians. Employees should include attendance at the CES course for which they are eligible in their Individual Development Plans (IDP).

Employees are eligible to attend the CES course that is targeted at their grade level. GS-01 through GS-09 employees are eligible to attend the CES Basic Course; GS-10 through GS-12 employees are eligible to attend the CES Intermediate Course; and GS-13 through GS-15 employees are eligible to attend the CES Advanced Course. NOTE: All Army Civilians who were hired after 30 September 2006 are required to take the Foundation Course prior to enrolling in either of the CES courses.
