Quality and Reliability Assurance (CP-15)

General

Army Civilian Training, Education & Development Systems (ACTEDS) funds have been allocated to the CP-15 Functional Chief's Representative for the purpose of training and developing the Army's Quality & Reliability Assurance (Q&RA) Civilian workforce. CP-15 ACTEDS funds may be requested for training and professional development opportunities -- e.g. group training, developmental assignments; Training With Industry (TWI) -- that enhance core quality and reliability assurance competencies as well as functional skills required for the careerist's current duty assignment.

Competitive Professional Development (CPD)

CP-15 careerists at the GS-07 (or equivalent) & above grades who have career status and are in a permanent competitive appointment are eligible to apply for CP-15 ACTEDS funds. Interns and careerists with less than 3 years of permanent, full time employment as a DA civilian are ineligible for CP-15 ACTEDS funded training.

  • GoArmyEd.com is the exclusive method for submitting a SF182 to request FCR-funded training/travel. Careerists should plan ahead to ensure the requested training is listed in their Army Career Tracker (ACT) IDP, the training vendor is listed in GoArmyEd.com, and the SF182 is approved by their Supervisor at least 25 days in advance of the start of training.
  • SF182s may NOT be approved or funded retroactively. If an employee attends a training event prior to receiving official approval, to include fund citation, he/she will be responsible for all associated training costs.
  • Group training requests must be coordinated with a Career Program Manager at the CP-15 Program Management Office.
  • ACTEDS funds may pay for training leading to certification or licensure but cannot be used to pay for the actual certification or licensure. Training that incidentally results in certification or licensure is permitted.
  • A Continued Service Agreement (CSA) may be required for any full-time, continuous training in government facilities in excess of 120 calendar days or non-government facilities in excess of 80 hours. When a CSA is required, the careerist must agree in writing to continue in Army Civilian service for a period equal to at least three times the length of the training program or course (e.g., if the approved training is 10 months, the employee is obligated to continue in DA or DOD service for 30 months upon completion of training).
  • Salary and personal benefits are the responsibility of the command and cannot be funded by CP-15.
  • CP-15 is unable to authorize ACTEDS funds for rental cars, travel in/around the TDY site, or local mileage. Additionally, CP-15 does not fund travel associated with University or College courses or Academic Degree Training (ADT).
GoArmyEd.com

Army Civilians will use GoArmyEd.com (https://www.goarmyed.com) to process ACTEDS training applications and SF 182 Authorizations.

Army Career Tracker (ACT)

Army Career Tracker (ACT) is a new Army web portal created to manage the way training, education and experiential learning support is provided to Army Civilians and approved/managed by their leaders and supervisors. Users can search multiple education and training resources, monitor career development and receive advice from their leadership.

Additionally, ACT will allow the user to:

  • Identify training activities and requirements based on tailored Career Management Field, Career Field and Career Program Maps.
  • Track individual progress of Individualized Development Plan (IDP) goals.
  • View multiple skill and competency career progressions across multiple career maps.
  • Search multiple training catalogs and educational resources.
  • ACT will include Supervisor and Career Program Manager dashboard functionality as well.
  • Provide an unofficial "lifelong learning transcript" that represents the accumulation of all assignment, training, and education accomplishments by the user.

All users must ensure their immediate and second line supervisors are identified in ACT before applying for CPD training in GoArmyEd.com. More information on ACT can be found on the Civilian Training and Leader Development website https://actnow.army.mil

Developmental Assignments

Developmental assignments provide careerists with a competency-based approach for developing and/or broadening Q&RA competencies. These assignments should foster a deeper understanding of the operational techniques that are necessary to support global and enterprise approaches and positions with significantly higher responsibility. Developmental assignments may be requested at Army and Joint DoD activities. Developmental assignments may include lateral movement to positions where careerists gain additional technical, management, professional skills, knowledge, and abilities to enhance performance and professional competencies. The length of developmental assignments should be at least three (3) weeks but not more than one year as funding permits. Locations will vary.

Training With Industry (TWI)

This training program must be uniquely designed and individually tailored to offer trainees direct private industry experience that will improve the capabilities of the trainees in their working relationships with counterparts in DoD, Federal/State Government, and private industry. The Command and CP-15 Activity Career Program Manager (ACPM) should assist the employee in identifying industries that are appropriate for TWI assignments. Selection is made based on approval of the Commander or designated representative, Activity Career Program Manager (ACPM), and Army CP-15 Program Management Office.

Academic Degree Training (ADT)

Academic Degree Training is training or education with the stated objective of obtaining an academic degree from a college, university, or other institution that is accredited by a regional, national, or international accrediting body recognized by the U.S. Department of Education and listed in its Database of Accredited Postsecondary Institutions and Programs. ADT must be part of a planned, systematic and coordinated program of professional development endorsed by Army that supports organizational objectives and results are measurable in terms of individual and/or organizational performance. The Department of the Army ADT program is administered as follows:

  • All ADT requests require CP-15 Program Management Office approval
  • Application packets must be received by the CP-15 Program Management Office at least 45 days prior to the course registration deadline. Incomplete application packets will be returned. Requested academic degree program training must be related to the performance of an employee's official duties.
  • The degree-granting institution must be accredited, to include full accreditation for the program of instruction or degree being sought.
  • Academic degree Training participants must satisfactorily complete all courses of study. Undergraduate students must maintain a "C" average or better; graduate students must maintain a "B" average or better for all courses completed. Failure to do so may result in repayment to the government of all costs associated with the training course/program (i.e., tuition, books, equipment, tools, fees, etc.).
  • Careerist must submit their grades to the CP-15 Program Management Office upon receipt. Failure to submit grades in a timely manner may prevent approval of future classes.
  • Maximum funding academic degree programs is $50K.
  • Employees selected for ADT must agree in writing to continue in DA or DoD service for a period equal to at least three times the length of the training program or course (e.g., if the approved training is 10 months, the employee is obligated to continue in DA or DoD service for 30 months upon completion of training.
  • Expenses associated with granting course credit for life experience, school/university acceptance application, and graduation application/conferment fees will be funded by the employee.
  • Attendance should be to a college/university within the applicant's commuting area. University training outside the commuting area must be accompanied with strong supporting justification, and will be considered on a case-by-case basis. CP-15 does not fund local mileage or travel costs for programs outside the local commuting area.
  • Training must develop the employee's competencies or support a gap closure strategy. Job-relatedness alone is not an acceptable justification for training approval.
  • Last three most current performance appraisals (TAPES/NSPS). If three appraisals are not available applicants must include a statement detailing the reason.
  • Documentation of Continuing Education System (CES) highest level course (Foundation/Basic/Intermediate/Advanced Course) completed or equivalency document from the Army Management Staff College.
  • Resume must list all ACTEDs and government funded training.
Civilian Education System (CES)

The Civilian Education System (CES) is the foundation of the Army's leader development program for all Army Civilians, providing progressive and sequential education courses throughout their careers. CES is centrally funded by the HQDA G-3/5/7 Training Directorate for most permanent Army Civilians, including but not limited to general schedule (GS), non-appropriated fund (NAF), local national (LN) and wage grade (WG) employees. CES leadership courses, or designated equivalent courses, are required for all Army Civilians. Employees should include attendance at the CES course for which they are eligible in their Individual Development Plans (IDP).

Employees are eligible to attend the CES course that is targeted at their grade level. GS-01 through GS-09 employees are eligible to attend the CES Basic Course; GS-10 through GS-12 employees are eligible to attend the CES Intermediate Course; and GS-13 through GS-15 employees are eligible to attend the CES Advanced Course. NOTE: All Army Civilians who were hired after 30 September 2006 are required to take the Foundation Course prior to enrolling in either of the CES courses. Senior Enterprise Talent Management (SETM) Program

The Senior Enterprise Talent Management (SETM) program, developed collaboratively as a Civilian Workforce Transformation initiative and administered by the Civilian Senior Leader Management Office (CSLMO), Assistant Secretary of the Army (Manpower and Reserve Affairs), is open to GS-14 and GS-15 (or equivalent) employees who wish to apply for participation.

The SETM Program comprises the following four modules:

  • The Enterprise Placement Program is open to GS-15 or equivalent employees, who apply and are selected as Army Enterprise Employees. Army Enterprise Employees are slated for consideration for placement into positions across the Army that will broaden their skills and prepare them for greater challenges.
  • SETM-Temporary Duty is a short-term developmental assignment program for GS-14 to GS-15 or equivalent employees. Participants are temporarily assigned to work on a special command-nominated project as part of a working group or to fill a critical-need detail for a period not to exceed 179 days.
  • Senior Service College is open to applicants in grades GS-14 to GS-15 (or equivalent) who compete for allocated seats at the US Army War College or the Industrial College of the Armed Forces. Attendance at SSC is designed to expand the participants' knowledge of the national security mission, understanding of complex policy and operational challenges faced by senior DOD and Army officials.
  • The Defense Senior Leader Development Program is a two-year program designed to develop the enterprise-wide perspective needed to lead organizations in the joint interagency and multinational environment. This includes attendance at another service's Senior Service College, leadership seminars and a follow-on developmental assignment.
