Purpose:

Develops effective, accountable, professional and transparent partner defense establishments in partner countries that can manage, sustain and employ national forces

Provides subject matter experts to work with partner nations to assess organizational weaknesses and establish a roadmap for addressing the shortfalls

Focus is Ministry-to-Ministry engagement

Who:

DSCA, on behalf of Deputy Assistant Secretary of Defense for Security Cooperation (DASD SC), solicits COCOM nominations and then vets them with the Regional Assistant Secretaries of Defense for prioritization of effort

DSCA resources program execution through the Center of Civil-Military Relations (CCMR) at the Naval Post-Graduate School (NPS)

Funding:
