Captain Lear is a 1993 graduate of the United States Naval Academy where he earned a Bachelor of Science Degree in Oceanography.  Following his commissioning he attended Surface Warfare Officer School in Coronado, California.

Captain Lear's first operational tour was as Combat Information Center Officer onboard USS PIONEER (MCM 9) in Ingleside, Texas.  During this 24 month tour, he also served as Operations Officer and earned his Surface Warfare Officer qualification.  Following that assignment, he laterally transferred into Meteorology and Oceanography community.

During his time as a METOC Officer he served as a Fleet Action Officer and Webmaster at Fleet Numerical Meteorology and Oceanography Center in Monterey, California from 1996 - 1999.  He then served as the Information Technology Department Head at the National/Naval Ice Center in Suitland, Maryland until 2002.

While studying at the Naval Postgraduate School in Monterey, California from 2002 - 2005, Captain Lear laterally transferred into the Information Professional (IP) Community.  He earned a Master of Science degree in Computer Science and a second Masters of Science degree in Meteorology.

As an IP officer, he served in critical at-sea positions as the C4I Officer for Destroyer Squadron Twenty-Two in Norfolk, Virginia from 2005 - 2008 and as the Combat Systems Officer on USS GEORGE WASHINGTON (CVN 73) homeported in Yokosuka, Japan from 2010 - 2011.

Ashore, Captain Lear completed IP assignments as the Executive Officer, Naval Computer and Telecommunications Station, Naples, Italy from 2008 - 2010 and as the Commanding Officer, Naval Computer and Telecommunications Station, Jacksonville, Florida in 2011 - 2013.

His most recent assignment was the COMCARSTRKGRU TWELVE Assistant Chief of Staff for C5I.  He also served as the Information Warfare Commander for the USS THEODORE ROOSEVELT Carrier Strike Group.  Captain Lear is currently the Commanding Officer, Naval Computer and Telecommunications Area Master Station Atlantic, Norfolk, Virginia.

Captain Lear's personal decorations include the Meritorious Service Medal (two awards), Navy and Marine Corps Commendation Medal (five awards), Navy and Marine Corps Achievement Medal (three awards), and various campaign, unit, and service awards.
