Mr. Richard D. Carlin is Chief Engineer of the Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP) Activity. SUBMEPP is a NAVSEA Field Activity located in Kittery, ME and performs life cycle maintenance and modernization planning for the U.S. Navy nuclear submarine fleet.

Mr. Carlin graduated from Norwich University, Northfield, VT in 1976 with a Bachelor of Science Degree in Civil Engineering. He began his career in SUBMEPP in March 1981 after four years as a Design Engineer with the New Hampshire Department of Transportation. His early years in SUBMEPP included assignments as Program Manager in the Ship Work Planning Division and Component Engineer and later Program Manager in the Material Programs Department. In March 1992, he was selected to lead the Material Programs Management Branch and directed various submarine rotatable pool and material acquisition programs. In June 1999, he was assigned to lead the Depot Availability Planning Branch of the Maintenance & Availability Planning Department. In this capacity, he managed the development of availability work packages during a period of increased submarine depot maintenance. In January 2004, Mr. Carlin was selected for the position of Director of SUBMEPP’s Maintenance Instruction Documents & Material Support Department where he lead programs producing maintenance standards, test procedures, unrestricted operation requirements, rotatable pool components, modernization material, and repair parts forecasting. In December 2007, Mr. Carlin was assigned to the position of Director of SUBMEPP’s Maintenance and Availability Planning Department. In this capacity, he lead programs providing submarine engineered class maintenance plans, availability work packages, periodic maintenance requirement schedules, and support for Organizational Level maintenance.

In May 2015, Mr. Carlin was selected to be SUBMEPP’s Chief Engineer. As Chief Engineer, Mr. Carlin provides technical oversight of all SUBMEPP programs and products for maintenance and modernization of submarines at naval and private shipyards and at other U.S. Navy submarine repair facilities.

Mr. Carlin received a Master of Science Degree in Engineering Management from Western New England University, Springfield, MA in May 2003. He is also a Registered Professional Engineer in the State of New Hampshire.
