TRICARE requires Basic Life Support training for ABA providers

As part of TRICARE’s ongoing commitment to patient safety, providers who deliver applied behavior analysis (ABA) under the TRICARE Autism Care Demonstration must get certified in basic life support (BLS) before they see TRICARE patients.

BLS can keep victims with life-threatening events alive until they can get medical care from ambulance personnel or at a hospital. Providers can also get training in CPR, or its equivalent, to meet the requirement. Some people providing ABA services to TRICARE beneficiaries missed a December 2015 deadline to get BLS training.

“ABA providers are in close, one-on-one contact for up to eight hours a day with children with autism spectrum disorder who may often have other medical conditions,” said Navy Capt. Edward Simmer, Deputy Chief of the TRICARE Health Plan in the Defense Health Agency. “Patient safety is one of TRICARE’s highest priorities.”

TRICARE developed the BLS requirement with input from ABA providers. BLS training classes are offered by states, the Red Cross, the American Heart Association, hospitals, and other organizations.

“Children diagnosed with autism spectrum disorder are at an increased risk of choking, seizures, and other life threatening circumstances,” said Dr. Christine R. Erdie-Lalena, a Developmental Behavioral Pediatrician at Fort Belvoir Community Hospital, “therefore, BLS training should be a minimum requirement for anyone providing ABA services to this patient population.”

 You can ask your child’s ABA practice if their providers meet TRICARE’s requirement and have BLS training. “Parents have a right to know if their child’s ABA provider is trained to give life-saving care in an emergency,” said Simmer.

NOTE: These rates were calculated by updating the National Rates presented at the ABA Roundtable (Dec 3, 2015) based on a re-survey of the states' Medicaid rates in January and February 2016. The updated National Rates were then adjusted using the Medicare geographic locality factors, exactly as used to adjust all other TRICARE rates. The rates depicted are either the actual rate calculated or the current rate less 15%, whichever is higher. The rates have also been adjusted to ensure that they are no less than the Medicaid rates in those states which have adopted statewide Medicaid rates for these services. The rates are effective April 1, 2016, for the localities below numbered 301-389. The rates without a locality number at the bottom are effective May 1, 2016. The rates, like all other TRICARE rates, will be reviewed and appropriately adjusted annually and published at the same time as the CHAMPUS Maximum Allowable Charge rates (usually in March or April). If Medicare establishes rates for ABA services, those rates will be adopted by TRICARE as required by law.NOTES: (1) Rates are for 60 minute sessions with exception of non-hourly rates. (2) This version corrects a calculation error regarding the 14 new localities listed at the bottom.

People in distress may hesitate to reach out for help due to perceived stigma associated with seeking mental health treatment. This perception and the belief that care may be hard to get, may prevent some people who need care from getting it. TRICARE waives referral requirement for family members evacuated from Turkey

The Department of Defense is evacuating about 700 family members of active duty service members from southern Turkey, due to security concerns in the region. TRICARE is waiving the primary care manager (PCM) referral requirement for all evacuated beneficiaries. This will help them get medical care while away from their homes and doctors.
