Department of the Navy, Naval Enterprise Networks, Issues RFI to Industry
By PEO EIS Public Affairs Office - July-September 2015
WASHINGTON, D.C., September 15, 2015 -- The Naval Enterprise Networks (NEN) Program Management Office (PMW 205) plans to release a Request for Information (RFI) via FedBizOpps.Gov on or about September 16, 2015. The RFI is a market survey designed to identify information technology (IT) vendors, their services, and service delivery methodologies.

This initial engagement seeks industry input in preparation for the re-compete of the Next Generation Enterprise Network (NGEN) contract that expires on June 27, 2018. PMW 205 manages the NGEN contract that provides network services for the Navy Marine Corps Intranet (NMCI), one of the largest intranets in the world. The NGEN re-compete contract represents the next phase of NMCI services, providing Information Technology (IT) operational support to Sailors and Marines.

The NGEN contract was awarded to Hewlett Packard Enterprise Services (HPES), Herndon, Virginia, on June 27, 2013 as an Indefinite-Delivery, Indefinite-Quantity, Firm-Fixed-Price award fee contract, with a total cumulative value of $3.45 billion. The single, five-year contract award was based on the HPES Combined Enterprise Services and Transport Services proposal and included one base year and four, one-year options with work continuing until June 2018.

NMCI provides end-to-end secure IT services to the Department of the Navy (DON) military, civilian, and contractor personnel, supporting more than 300,000 seats and over 700,000 users, in more than 2,500 locations that vary from major bases to single user locations across the globe. As the owner of NMCI — one of the largest networks in the world — the DON is committed to fully engaging industry and DON stakeholders, and analyzing market research information from this RFI, in order to provide maximum capability and value to our warfighters and taxpayers.

"We are using the insight from all responses to further solidify the requirements and to ensure that we release a quality RFP that industry will be able to bid on and execute in order to provide optimized enterprise services to our Sailors and Marines," said NEN Program Manager Capt. Michael Abreu, U.S. Navy.

The RFI is part of the standard defense acquisition process. NEN intends to release a second RFI during the November/December time frame. The two RFI's and other engagement mechanisms will inform the acquisition strategy of the NGEN contract re-compete. Members of industry that wish to respond to the RFI will be asked to answer a series of questions provided in a link within the RFI.

Respondents should have approximately 30 days to respond.

About the NMCI
The Navy Marine Corps Intranet (NMCI) is the Department of the Navy's (DON) shore-based enterprise network in the continental United States and Hawaii, providing a single integrated, secure IT environment for reliable, stable information transfer. NMCI represents about 70 percent of all DON IT operations.

About NGEN
The Next Generation Enterprise Network (NGEN) is the current NMCI contract vehicle. The NGEN contract replaced the enterprise IT services previously provided by the NMCI Continuity of Services Contract (CoSC).

About the Naval Enterprise Networks
Established on Feb. 24, 2011, The Naval Enterprise Networks (NEN) Program Office manages the acquisition life-cycle of the Department of the Navy's (DON) enterprise-wide IT networks. NEN's portfolio includes: the NMCI network, the Base Level Information Infrastructure (BLII) for the Outside of the Continental United States (OCONUS) Naval Enterprise Network (ONE-Net), and the Next Generation Enterprise Network (NGEN) contract. PMW 205 unifies the Navy's terrestrial networks and data management to improve capability and service, by focusing efforts under one program office and one enterprise network construct. The NGEN re-compete activity is being planned and executed on behalf of PEO EIS, and in coordination with the United States Marine Corps and the Data Center Application Optimization (DCAO) office.
