The DISA Voice Internet Service Provider (ISP) service provides full featured commercial phone service (local, long distance, international, emergency, inbound and outbound calling) through a standard NIPRNET connection. After ordering this service, any Department of Defense (DoD) site with an IP-based VoIP telephony switch (a.k.a. Session Controller) connected to the NIPRNET softswitch backbone will have the ability to establish calls and receive calls from the commercial network. At this time, this service allows any site globally to send and receive calls using North American Dial Plan (NANP) phone numbers regardless of where they are globally located geographically on NIPRNET. European and Asia-Pacific phone numbers are now operationally supported. The set of countries from which DISA can provide phone numbers is based on the regions supported by the carrier under the Networx contract.
Voice ISP service benefits DoD components in many ways by eliminating the need to install new direct circuits, create new contracts, and undergo extensive certification testing with carriers, because DISA covers all of these functions. In short, Voice ISP service reduces the time needed to establish commercial telephone service to weeks, not months, and eliminates the need to maintain legacy circuits and equipment for connectivity to the PSTN.
