Richard Davis, Director, DFAS Internal Review
Richard (Rick) Davis has been the Director of Internal Review at DFAS since March 2011. He manages all internal audit responsibilities of DFAS to include conducting performance and systems related audits, providing advisory and assistance services to DFAS management, serving as the central liaison point for external auditors, responding to DoD and DFAS hotline requests, and conducting investigations of suspected fraud, waste, and mismanagement.
Prior to this position, Mr. Davis was the Acting Director for Standards and Compliance at DFAS since October 2010. He oversaw the overall operational performance across DFAS for military pay, civilian pay, travel pay, disbursing, and accounting helping to ensure standardization of processes and compliance with regulatory guidance. Prior to this position, Rick was the Deputy Director for Compliance at DFAS since July 2008. He ensured effective DFAS Operations risk management and compliance with internal controls, analyzed DFAS’ operational results for senior DFAS and DoD leadership, oversaw management responses to operational audits, and managed financial operations and personnel pay performance metrics. Prior to this position, Mr. Davis was the Director, Policy and Performance Management and Director, Office of Strategy Management at DFAS from 2006-2008. He was responsible for oversight and management of more than 200 DFAS owned chapters of the DoD Financial Management Regulation (FMR) and leading the DFAS Strategy and Corporate Balanced Scorecard development and execution.
Prior to joining DFAS, Mr. Davis was appointed to the Senior Executive Service in October 2005 as the Associate Director for Financial Improvement in the Office of the Deputy CFO, Under Secretary of Defense (Comptroller). Prior to this appointment, he served in several leadership positions within the OSD Comptroller's office from 2003-2005, at the Headquarters, U.S. Army Corps of Engineers from 2000-2003, in the Army Budget Office from 1998-2000, and in Headquarters, Army Resource Services-Washington at the Pentagon from 1990-1998.
Rick was born in Pennsylvania. He earned a Masters degree in Public Administration from Troy State University and a Bachelors degree in Accounting from George Mason University. Mr. Davis is a Certified Public Accountant and Certified Defense Financial Manager, and is a member of the Association of Government Accountants (AGA) and the American Society of Military Comptrollers (ASMC).
