Robert M. “Mike” Maxwell, a member of the Senior Executive Service, is Chief Financial Officer and Director of Resource Management and Materiel for the Office of the Chief of Army Reserve.

In this capacity he is responsible for oversight of the Chief of the Army Reserve Title 10 responsibilities for three appropriations: Reserve Personnel Army (RPA), Operation and Maintenance Army Reserve (OMAR), and Military Construction Army Reserve (MCAR) affecting more than 215,000 Soldiers and civilians in 1,500 units and over 1,000 facilities.

As the Director of Materiel he oversees all equipping, supply, property accountability, and logistics support for all units and Soldiers in the Army Reserve.Prior to joining OCAR, He was the Director of Resources for United States Africa Command in Stuttgart, Germany there he was responsible for conducting analysis and strategic assessments, formulating and implementing all aspects of military and civilian personnel policy and manning, leading financial programming actions and providing financial management to prepare the command for current and future operational requirements.

Prior to joining AFRICOM, Mr Maxwell was Deputy Director of Strategic Planning, Deputy Chief of Staff for Strategic Plans and Programs, Headquarters U.S. Air Force, Washington D.C. In this capacity, he developed and evaluated future strategies, policies and objectives to deliver the Air Force of the future.

He managed a strategic planning process that was used to focus and implement Air Force strategies, policies and objectives. Mr. Maxwell also linked strategy with analysis for on-going four year defense reviews and annual defense planning guidance through the office of the Secretary of Defense.

Before returning to Government in 2009, Mr. Maxwell was employed by Science Applications International Corporation, a Fortune 500 defense technology and consulting firm. As an SAIC Corporate Vice President and Division Manager of the Defense Business Solutions Division, he had executive responsibility for all aspects of managing a $50 million consulting practice comprising approximately 300 consultants, analysts and technical staff performing consulting work to a range of DOD clients in strategic planning, resource allocation, and financial management.

Additionally, he served as a member of senior review panels for defense planning and resourcing including the Beyond Goldwater-Nichols study to re-examine role of the joint community and combatant commands. Mr. Maxwell served as an Air Force officer in a series of planning and resource allocation assignments, including Chief of the Support Division of the Directorate of Programs where he was responsible for programming all Air Force agile combat support activities.

He was special assistant for the 1997 Quadrennial Defense Review and Director of Programs and Resources for U.S. Southern Command. He also served operationally in mobile radar and command and control systems including operational squadron command.
