PURPOSE. To enhance the competitiveness of United States firms competing for or awarded contracts for the planning, design or construction of a project outside the United States by making available the specialized engineering, technical and scientific expertise of the USACE.
EXAMPLES OF TECHNICAL ASSISTANCE.
Iraq Water Resources Modeling: The Hydrologic Engineering Center is developing a water resources planning model for the Tigris-Euphrates River Basin for Development Alternatives, Inc. (DAI). Work includes training for Iraqi water resources engineers. DAI is under contract to the U.S. Agency for International Development.
Mount Pinatubo Remediation: Northwest Division provided technical assistance to Louis Berger International on remediation of the effects of the Mount Pinatubo volcano in the Phillipines.
Niagara Power Project: Cold Regions Research and Engineering Laboratory provided hydraulic tests of ice transport problems to Alden Research Laboratory to assist in development of a physical model of ice concerns on the Canadian side of the Niagara River.
ELIGIBILITY. A corporation, partnership, limited partnership or proprietorship incorporated or established under the laws of the United States with its principal place of business in the United States.
REQUIREMENTS. USACE technical assistance must be provided on a non-exclusive basis to qualified firms. The firm must fully reimburse the United States for USACE support services, certify that the assistance requested is not reasonably and expeditiously available through other sources, and agree to hold and save the United States free from damages associated with USACE support activities.
