DoD Lab Liaison Program

As DoD budgets continue to decline, it's important to establish and/or maintain excellent working relationship(s) between all DoD Service Laboratories, and DTIC. As you know, our mission is to store and disseminate the scientific, technical and engineering reports, journal articles, etc., produced by your lab. With the possibility of future budget decreases for DoD science and technology, DoD can't afford to duplicate efforts.

To that end, DTIC is introducing a lab liaison program to assist DoD labs with the submission of all types of documents, particularly, limited and classified reports, since those documents are harder for the community to find and access. We have assigned DTIC employees to work exclusively with DoD Service Laboratories to coordinate/submit your documented results to DTIC.

The DoD community is dependent upon your lab's research, development, test and evaluation collection to advance science and technology, discover the latest information, and engage researchers and organizations. Submitting your work to the collection increases discovery of existing research which, improves coordination, aligns priorities, and augments resources.

Data security is, of course, always a concern. DTIC follows DoD standards to manage and validate who can access and download information based upon security protocols, credentials and in accordance with the security classification that you identify on your research documents. DTIC handles the full range of document markings: DoD only, DoD and contractor, U.S. Government only, U.S. Government and contractor, and export control.

Historically Black Colleges and Universities (HBCU) Program

The Historically Black Colleges and Universities (HBCU) Program provides access to scientific and technical information products and services to faculty, staff, and students.

    Affiliated institutions:
    Alaska Native-Serving Institutions
    American Indian Tribally Controlled Colleges and Universities
    Asian American and Native American Pacific Islander-Serving Institutions (AANAPISIs)
    High Hispanic Enrollment
    Native Hawaiian-Serving Institutions
    Predominantly Black Institutions (PBIs)
    Historically Black College/University (HBCU)
    Hispanic Serving Institution (HSI)
    Native American Tribal College or University (TCU)
    Minority Institution (MI)
    DEPSCoR Institution
    Foreign Government or Foreign Embassy

The products and services are provided to assist institutions with developing and improving their:

    Scientific and technical curriculum
    Research program
    Abilities to compete for federal grants and contracts.

NOTE: You do not need to have a grant or contract to work with DTIC. Your demonstrated interest in performing research & development (R&D) for DoD or another federal agency allows access to our public release materials. If you are already participating in any DoD or federal R&D effort, register as a contractor for enhanced access.

Scientific and Technical Information (STINFO) Manager Program

The DoD Scientific and Technical Information (STINFO) Manager Training Program was developed to teach STINFO managers how to carry out the responsibilities of the DoD Scientific and Technical Information Program (STIP).

The STIP was established to:

  • improve and enhance the acquisition of data sources
  • prevent redundant research
  • disseminate technical information efficiently
  • prevent the loss of technical information to U.S. adversaries and competitors
  • aid the transfer of technical information to qualified researchers in U.S. industry and government agencies

The governing regulations for the DoD STIP are:

Dissemination of accurate, complete and timely STINFO is the major impetus that drives the DoD STIP. DoD components appoint managers to oversee STINFO programs at the local level. This manager ensures that every appropriate defense research and engineering effort is reported under the Research Awareness Initiative (RAI), and that technical publications generated from efforts are properly disseminated.

Small Business Innovation Research (SBIR)

DTIC provides valuable technical information to small technology companies engaged in early-stage R&D projects for the Department of Defense Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs.

The Small Business Innovation Research (SBIR) program is a highly competitive program that encourages domestic small businesses to engage in Federal Research/Research and Development (R/R&D) that has the potential for commercialization. Through a competitive awards-based program, SBIR enables small businesses to explore their technological potential and provides the incentive to profit from its commercialization. By including qualified small businesses in the nation's R&D arena, high-tech innovation is stimulated and the United States gains entrepreneurial spirit as it meets its specific research and development needs.

University Research Support (URS)

DTIC University Research Support (URS) provides unclassified, unlimited scientific and technical information products and services to organizations and individuals eligible for the Multidisciplinary Research Program of the University Research Initiatives (MURI), Defense University Research Instrumentation Program (DURIP), The Presidential Early Career Award for Scientists and Engineers (PECASE) Program and other DoD Special Programs for academic organizations and researchers. These programs are elements of the Department of Defense (DoD) University Research Initiative (URI), funded by the Office of the Secretary of Defense. URI is designed to improve the quality of defense research performed at universities to meet defense needs, provide expanded opportunities for interaction between universities and the DoD research community and support the education of engineers and scientists in disciplines critical to national defense needs. The initiative is a collection of specialized research programs performed by academic research institutions.

MURI supports basic research in the science and engineering areas intersecting more than one traditional discipline. The program is focused on multidisciplinary team efforts to address issues of critical concern to the DoD and the AF. The goal of this program is to advance defense research, accelerate technology transition, and educate scientists and engineers in the interdisciplinary areas important to national defense.
