Microsoft Joint Enterprise Licensing Agreement Awarded

The Microsoft Joint Enterprise Licensing Agreement (JELA) Blanket Purchase Agreement (BPA) was established in response to former Secretary of Defense Robert M. Gates' Memorandum on Efficiencies in order to leverage the buying power of the Department of Defense (DoD). The BPA represents the largest Enterprise Agreement (in terms of users) in Microsoft's history and was awarded to Insight Public Sector Inc. under BPA W91QUZ-13-A-0002. The Microsoft JELA is mandatory for use by personnel of the Air Force, Army, DISA and for the other Components listed within the scope of the agreement.

The BPA was awarded competitively against GSA schedule in accordance with FAR 8.405-6. Orders for the Enterprise Product CLIN are centralized and ordered by DISA/DITCO-Scott only. Questions may be referred via email to the DITCO Scott Contracting Officer or via phone at (618) 229-9569.

Ordering for all other products via this BPA is decentralized. Orders should be prepared by a Government Ordering Officer (a duly warranted Contracting Officer whose warrant authorizes purchases from the GSA Schedule) in accordance with the terms and conditions of the BPA and the GSA Schedule. It is the responsibility of the Ordering Officer to ensure compliance with all fiscal laws prior to issuing an order under a BPA and to ensure that the vendor selected represents the best value for the requirement being ordered (see FAR 8.404).
