Innovation in Contracting

As professional business advisors for the Department of Defense (DoD), contracting officers should be aware of the available flexibilities and developments in statute, policy, and regulations that enable the contracting community to quickly, efficiently, and cost effectively procure innovative products and services that meet the rapidly evolving needs of the Warfighter. AbilityOne Program

Under Secretary of Defense for Acquisition, Technology, and Logistics issued a memorandum on Mar 24, 2008, to defense agencies and the military departments encouraging increased support for the AbilityOne Program. The AT&L memo follows a Feb 11, 2008, communication by President Bush that directs strong support for the AbilityOne Program by Federal agencies.

Panel on Contracting Integrity

Under Secretary of Defense (Acquisition, Technology & Logistics) (USD(AT&L)) established the Panel on Contracting Integrity in accordance with the requirements of Section 813 of the Fiscal Year 2007 National Defense Authorization Act. Although the statute provides a sunset date of 2009 for the Panel, the Department intends to continue the Panel as a matter of policy.

Peer Reviews

The Peer Review program improves the quality of the Department's contracting processes by sharing lessons learned and best practices and ensuring that contracting officers implement policy and regulations in a consistent manner. The program is implemented in accordance with DoDI 5000.02.

Small Business

On February 9, 2007 the Director, Defense Procurement and Acquisition Policy (DPAP) signed a class deviation suspending the use of the price evaluation adjustment for small disadvantaged businesses (SDBs).
