Logistics Planning, Processes & Policy

Standardized Architecture for Integrating Life-Cycle Supportability (SAILS)

  • Develop, maintain and implement standardized processes & procedures for program office fleet support
  • Assist program offices with establishing ILS related programs and capabilities through PEO Outreach
  • Develop, maintain, & instruct NAVSEA Logistics Assessments (NLA) & Principles of NAVSEA Logistics (PNL) training courses
  • Team Leads / SMEs for Independent Logistics Assessments (ILA) & Logistics Readiness Assessments (LRA)
  • Provide templates, tools & expertise to enact standardized logistics support programs

Life Cycle Readiness Team (LCRT)

  • Develop cost-wise Life Cycle Readiness enablers in support of acquisition & in-service weapon systems/platforms
  • Supportability Suite containing assortment of standardized tools / processes to identify and resolve support deficiencies
  • Critical Items Selection Process (CISP) / Decommisioning (D-CISP) containing critical items that are in short supply
  • Centralized support / coordination of NAVSEA obsolescence management & Diminishing Manufacturing Sources and Material Shortages (DMSMS)


Allowancing Gatekeeper

  • Reduction of unplanned re-provisioning / significant allowance increases
  • Ensure funding availability
  • Control / manage allowance churn

Analysis & Metrics (A&M)

  • Automated Coordinated Shipboard Allowance List (COSAL) Improvement Program (ACIP) allows the Fleet to identify technical inconsistencies
  • COSAL scheduling metrics assist TYCOMs in effectively selecting ships allowance products
  • Gather / interpret logistics data

Readiness Based Sparing (RBS)

  • Perform reliability modeling, spares determination, system assessment for weapon systems
  • Review allowance override codes ensuring compliance
  • NAVSEA standardization

HM&E Standardization / Commonality

  • Reduce equipment variation, Total Ownership Cost (TOC), & maintain ship performance by utilizing technical / cost evaluation methods in Commonality Deep Dive analyses
  • Use Hull, Mechanical and Electrical (HM&E) equipment to increase interoperability & readiness while lowering TOCs

Sponsor Owned Material (SOM)

  • Establishment & management of Navy Sponsor-Owned Material (SOM) / Government-Owned Material (GOM) / plant & project stock

NAVSEA Naval Acquisition Intern Program (NAIP)

  • Recruit & provide management support / career development for Interns




Black Knights of Helicopter Anti-Submarine Squadron (HS) 4 to lower supplies sent from the aircraft carrier USS Ronald Reagan (CVN 76) onto the weather deck of the Carnival cruise ship C/V Splendor. Ronald Reagan was diverted from its training maneuvers at the direction of Commander, U.S. Third Fleet, and at the request of the U.S. Coast Guard, to a position near the Carnival cruise ship C/V Splendor. Ronald Reagan is facilitating the delivery of 4,500 pounds of supplies to CV Splendor after the cruise ship became stranded 150 nautical miles southwest of San Diego early Monday.
