Civilian benefits and allowances information and other authorizations affecting DoD employees as a result of emergency situations will be posted during an actual event.  Additional information regarding preparation for, and response to, natural and man-made disasters is also available.

EMERGENCY PREPAREDNESS AND RESPONSE

Emergency situations and catastrophic events such as natural disasters, acts of terrorism, or disease outbreak can occur at any time. More than 200 million people are affected by disasters each year. Severe Weather

The Office of Personnel Management's Handbook On Pay and Leave Benefits For Federal Employees Affected By Severe Weather Conditions or Other Emergency Situations is available online.  This handbook summarizes the many pay and leave benefits available to assist federal agencies and employees who must cope with severe weather conditions or other emergency situations and their aftermath.

MEMORANDUMS

October 31, 2014. The Under Secretary of Defense for Personnel and Readiness issued the memorandum,
“Pre-Deployment, Deployment, and Post-Deployment Training, Screening, and Monitoring Guidance for Department of Defense Personnel Deployed to Ebola Outbreak Areas – Change 1,” available here (CAC-enabled).

November 7, 2014. The Under Secretary of Defense for Personnel and Readiness issued the memorandum, “Civilian Personnel Guidance for Medical Care for Department of Defense Civilians Deployed to Ebola Outbreak Areas,” available here (CAC-enabled).

November 7, 2014. The Deputy Assistant Secretary of Defense for Civilian Personnel Policy issued the memorandum, “Civilian Personnel Guidance for Department of Defense Civilians Deployed to Ebola Outbreak Areas,” available here (CAC-enabled).

November 25, 2014. OPM released a Memorandum For Heads of Executive Departments and Agencies titled, "Human Resources Flexibilities and Authorities for Quarantinable Communicable Diseases and Other Communicable Diseases such as Seasonal Influenza." You may access this memorandum here.

Federal Departments and Agencies must achieve two equally important goals:

  • (1) protect the Federal workforce, and
  • (2) ensure the continuity of operations.
To achieve these goals, this memorandum includes three attachments:
  1. Human Resources Flexibilities and Authorities for Dealing with Quarantinable Communicable Diseases and Seasonal Influenza
  2. Questions and Answers on Human Resources Flexibilities and Authorities for Dealing with Quarantinable Communicable Diseases and Seasonal Influenza
  3. Questions and Answers Regarding Duty Status, Pay, and Leave Issues Resulting from the Ebola Outbreak in West Africa

August 10, 2015. The Deputy Secretary of Defense issued the memorandum “Termination of Operation United Assistance and Maintaining Certain DoD Ebola Virus Disease-related Guidance and Authorities,” available here (CAC-enabled).

Personnel Accountability

In the event of a disaster or emergency situation, personnel accountability in the area affected by the crisis may be required by installation Commanders or DoD Components. Personnel accountability is critical in assessing needs and determining the status of DoD personnel, including civilian employees. All civilian employees should be familiar with their installation, organization, or Component methods of “reporting-in” when personnel accountability is announced. Employees should also ensure that their emergency contact information is updated annually on DD Form 93.

American Red Cross

The American Red Cross "Safe and Well" service provides a way for you to register yourself as “safe and well.” From a list of standard messages, you can select those that you want to communicate to your family members, letting them know of your well-being. Concerned family and friends can search the list of those who have registered themselves as “safe and well.” The results of a successful search will display a loved one’s first name, last name, and a brief message.
