Users must comply with Component level policy for use of their Component specific ELA. If the policy allows for waivers to use the ELA, then with an approved waiver the User must consider the DoD ESI Enterprise Software Agreement in accordance with DFARS 208.74, DoDI 5000.02, and DoDI 5000.74.
