About MC4, the Program
MC4 is an Acquisition Program directly reporting to the Integrated Personnel and Pay System - Army (IPPS-A), Fort Belvoir, Virginia; the MC4 Product Management Office is headquartered at Fort Detrick, Maryland. MC4 provides the Army's solution to presidential and congressional objectives, set forth by Title 10, Section 1074f, which called for a medical tracking system for all deployed Service members. The MC4 program is run by a team of talented leaders and staff who are deeply devoted to their mission. By equipping deployed medical units with automated resources, the MC4 team helps to ensure that Service members have a secure, accessible, lifelong electronic health record (EHR), which results in better informed health care providers and easier access to VA medical benefits. MC4 is more than an electronic health record. The MC4 system is the Army's tactical medical information system including software from multiple sources, future systems and applications, total package fielding and technical support.

MC4 is a (semi-) ruggedized system-of-systems containing medical software packages fielded to operational medical forces worldwide. The system is comprised of joint software, commercial and government-off-the-shelf products including Theater Medical Information Program-Joint (TMIP-J) applications provided by Defense Health Clinical Systems (DHCS), formerly Defense Health Information Management System (DHIMS). The TMIP-J applications include software for EMR documentation, a web-based application that serves as a deployed EMR repository and a web-based application for conducting battlefield surveillance. Although the MC4 program doesn't create the software, the MC4 program does provide the tools needed to digitally record and transfer critical medical data from the foxhole to medical treatment facilities around the world With more than a decade of experience managing the Army's deployable medical recording system, MC4 remains the most widely-used, comprehensive information management medical system on the battlefield.
How Medical Forces Use the MC4 System
Deployable medical forces use the MC4 system to gain quick, accurate access to patient histories and forward casualty resuscitation information. The system also provides units with automated tools facilitating patient and item tracking, blood management, medical reporting and medical logistical support.
