About John
U.S. Representative John R. Carter was re-elected in a landslide in November 2012 to his sixth term representing Texas' Thirty-First Congressional District in the U.S. House of Representatives. Congressman Carter serves as the Chairman of the Homeland Security Subcommittee on Appropriations and was selected this term to serve on the Commerce, Justice, Science Subcommittee and Defense Subcommittee. This is also Congressman Carter's third term to serve as Co-Chairman of the bipartisan House Army Caucus. He has been a member of the House Appropriations Committee since 2004.

Carter Elected Chairman of Homeland Security Appropriations
01/10/17(WASHINGTON, DC) – Today, the Chairman of the House Appropriations Committee, Rodney Frelinghuysen, announced the 12 Appropriations Subcommittee Chairs for the 115th Congress. Rep. John R. Carter (R-TX-31) has been elected to the position of Chairman of the Subcommittee on Homeland Security, which appropriates all funding for the Department of Homeland Security and its agencies. Two other Texans were also named as subcommittee chairs: Kay Granger will chair Defense Appropriations Subcommittee and John Culberson will continue his chairmanship of the Commerce, Justice, and Science Appropriations Subcommittee.

Rep. Jeff Duncan, Rep. John Carter release the Duncan-Carter Hearing Protection Act
01/09/17Today Rep. Jeff Duncan (SC-03) along with Rep. John Carter (TX-31) introduced a bill to cut through the red tape on owning firearm suppressors. The Duncan-Carter Hearing Protection Act will remove suppressors from the scope of the National Firearms Act (NFA), replacing the outdated federal transfer process with an instantaneous National Instant Criminal Background Check (NICS). The bill also includes a provision to refund the $200 transfer tax to applicants who purchase a suppressor after October 22, 2015, which was the original date of introduction. In stark contrast, many countries in Europe place no regulations on their purchase, possession, or use.

Carter, House Approve House Rules; Carter Opposes Goodlatte Amendment
01/03/17(WASHINGTON, DC) – Today, the House of Representatives met for the first day of the 115th Congress. In doing so, all Members were sworn in and the rules of the House were adopted. These rules outline the procedures the House will follow for the next two years (the entire 115th Congress). Rep. John R. Carter (R-TX-31) voted to adopt these rules, that did not include a controversial measure that would have made changes to the Office of Congressional Ethics.
